With a view to examining/recommending the proposals received from various identified Merchant Bankers and private sector companies regarding computerization of the issue and renewal of driving licences, Registration Certificates permits collection of taxes and fitness related matters etc. and computerization of the Border Check gates, the State Government have been pleased to constitute and Appraisal Committee with the following member;

The functions of the Committee are as follows:
1. The Committee shall appoint a reputed Merchant Banker who would prepare the following
- i) Valuation of the project
- ii) Preparation of Information Memorandum
- iii) Revenue sharing strategies
- iv) Technical qualifications that need have to be assessed and determined for pre-qualification eligibility
- v) Bidding terms and conditions and preparation of Bidding documents
- vi) Initiation of Bids
- vii) Recommendation regarding the preferred offer
- viii) Probable impact on revenue
- ix) Evaluation of Bids
2. In order to operationalise E-Governance in the Transport Sector, the Appraisal Committee shall select a Private Sector Operator, with the requisite technical and financial abilities, so as to out-source the designated services. The proposed selection of the operators could be operationalised, after the appointment of a Technical Counsultant/Merchant Banker from among the following reputed Indian Merchant Banking Companies:
- a)I.L. & F.S
- b)S.B.I. Caps
- c)I.C.I.C.I.
- d)CRISIL
