functionaries towards the system.

The report of Collector Boudh, Ganjam, Jharsuguda, Khordha, Malkangiri,
Puri, Rayagada & Sundergarh that no job seekers available for
wage employment without work in the district appears incongruous
& especially in case of Ganjam, Malkangiri & Rayagada it
is hard to digest.

The report of Collector, Jagatsinghpur, Kalahandi, Mayurbhanj, Jajpur,
Bolangir & Bargarh indicates existence of 2975, 2950, 1365,
1230, 810 and 805 numbers of job seekers respectively without work
during the fortnight The Collectors must make required interventions
through existing schemes for providing them wage employment. The
specific action taken in this regard by these Collectors may be
intimated.

The Collectors of Boudh, Ganjam, Jharsuguda, Khordha, Malkangiri,
Puri, Rayagada & Sundergarh have reported that there are no
job seekers for wage employment without work in their districts.
Then it can be inferred that pace of expenditure under Food for
Work Programme should be quite satisfactory. Panchayati Raj Department
may react on this aspect.

It appears from the reports that 14,588 job
seekers are without work in different districts at present. Collectors
should specifically address to the problem and specify the requirement
of fund and food grain with definite action plan keeping those people
in view so that appropriate action can be taken by Panchayati Raj

Similarly report shows that 93 retail outlets have not lifted their
stock during the fortnight. The maximum defaulters are in Angul
& Cuttack districts i.e. 33 & 17 respectively. Nil reportage
by districts like Balasore, Bhadrak, Bolangir, Boudh, Deogarh, Dhenkanal,
Jajpur, Jharsuguda, Kalahandi, Kandhamal, Kendrapara, Khordha, Keonjhar,
Malkangiri, Mayurbhanj, Nawarangpur, Nayagarh, Rayagada, Puri, Sambalpur
and Subarnapur can hardly be treated as correct. This needs to be
verified by the Collectors for test check.

596 beneficiaries have not lifted their entitled under Annapurna
Yojana. Out of which 314 families have not lifted their entitlement
in Puri district. The position of districts like Angul, Balasore,
Bargarh, Bolangir, Cuttack, Gajapati, Ganjam, Mayurbhanj and Sundergarh
are no better.

Similarly 6211 families have not lifted their entitlement under
Antodaya Anna Yojana. This has decreased considerably with comparison
to the figure of 44609 relating to 1st fortnight of December, 05.
The position in the districts of Angul, Cuttack, Dhenkanal, Gajapati,
Ganjam, Jagatsinghpur, Khordha, Mayurbhanj, Puri and Rayagada must
improve in this respect.

9 ICDS centres
are not functioning in the State during the fortnight. Out of which
3 are in the district of Mayurbhanj, 2 each in Cuttack and Khordha
and each in Ganjam and Nayagarh. Hence, Collectors of above districts
should clarify the reason and rectify the constraints in case of
those centres.

The percentage of Gr.II
and Gr.III children is high in the districts like Bargarh, Bolangir,
Jharsuguda, Kalahandi, Nawarangpur, Nuapada, Rayagada and Sundergarh.
This figure should be cross checked. If true it calls for immediate
intervention due to vulnerability of those districts.

It is seen that 6311
persons have not received their Old age pension/Widow pension. Collectors
of Angul, Balasore, Bargarh, Bolangir, Boudh, Cuttack, Deogarh,
Dhenkanal, Gajapati, Ganjam, Jagatsinghpur, Jajpur, Jharsuguda,
Kalahandi, Kandhamal, Khordha, Keonjhar, Mayurbhanj, Nayagarh, Nuapada,
Puri and Sundergarh districts must pay personal attention to this
aspect where they are having the highest no. of defaulters.

Care and Safe Drinking Water |

There
are total 11 deaths due to malaria and 3 due to diarrhoea during
the fortnight under report.

At the end of December 1st Fortnight, there were 3800 habitations
without safe drinking water. But now the collectors have reported
that this no. is 3728. However, it calls immediate intervention
of Collectors of Angul, Boudh, Deogarh, Gajapati, Kandhamal, Kendrapara,
Koraput, Malkangiri, Nawarangpur, Naygarh & Rayagada where the
figures are comparatively high.

In general it is felt that the intention of collecting information
with approximation from grass root level involving the Panchayati
Raj Institutions’ members was to have a broad picture of the
constraints, deficiencies if any in implementation of the various
schemes. I have reason to believe that field functionaries are yet
to be geared up & sensitised for the occasion. MIS intends to
have a macro analysis of the indicators with feedbacks as close
as to the field realities. In absence of the involvement and commitment
from all concerned it will be a futile fortnightly exercise of stacking
& stockpiling information.

In view of the availability of job seekers to the tune of 14588,
Collectors should identify the most vulnerable pockets and try to
cover the job seekers under the various existing wage employment
programme. They may seek with justification for further assistance
of Fund & Food grain for starting labour intensive works in
case of inadequacies.

The Collectors concerned should immediately ascertain in field as
to why the defaulted beneficiaries under Annapurna Yojana and Antodaya
Arna Yojana have not lifted the stock. It is a fact that 100% lifting/
distribution can not be a reality at any point of time as these
are ongoing schemes. However there is ample scope for improvement.

The Collectors have reported that 5.03 lakh additional beneficiaries
need to be covered under supplementary nutrition programme. The
W&CD Department may therefore examine the matter and suggest
remedial action.

field verification and substitution in case of death and migration.
This has been reiterated time and again. But compliance in this

The objective of MIS is not to find fault but to track the trends
and find solutions. However, it seems the MIS is taken as another
routine. Unless this MIS is owned up at the State/ District and
Block levels, this system may not yield desired result. Hence, we
need to ensure that stake holding on the MIS is expressed emphatically
at the highest level. |
