Punctuality should be maintained by the collectors in submission of the report

All Collectors are advised to maintain the time schedule even if submission dates fall on Govt. holidays.

POINT OF CONCERN

(i)

Employment Generating Work

No job seekers for wage employment without work in Bargarh, Boudh, Ganjam, Jharsuguda, Khordha, Malkangiri, Puri, Rayagada, Subarnapur & Sundargarh. Collectors of these districts should be meticulous in analysing & verifying the information received from GP level in this aspect.

(ii)

P.D.S.

The performance on this point is yet to improve in the districts like Angul, Baragarh, Kandhamal, Kendrapara, Keonjhar, Nuapada & Sundergarh.. The Collector, Sundergarh should be particularly vigilant on this point as the number of retail outlet points which did not lift the stock stands at 15 out of the total figure 57 for the State as a whole.

(iii)

Safe Drinking Water

538, 357, 352, 312 & 307 habitations in Kandhamal, Gajapati, Kendrapara, Koraput & Boudh districts respectively are without safe drinking water out of the total figure of 3,338. The position in this regard has been very high for quite sometime and was discussed specifically in the review meeting taken by Chief Secretary on 08.07.04. It requires immediate attention of RD Department / H & UD Department.

The position of the districts such as Angul, Bargarh, Deogarh, Dhenkanal, Keonjhar, Kalahandi, Malkangiri, Mayurbhanj, Nawarangpur, Rayagada, Nayagarh & Sundergarh are no better.

(iv)

Health Care

Medical care facilities need to be tightened specifically in the KBK & other districts where the deaths due to malaria & diarrhoea have been reported, particularly the Collector, Koraput.

(v)

Submission of Fortnightly Compliance

Collectors are advised to ensure timely submission of compliance report. Collectors of Balasore, Bargarh, Boudh, Bhadrak, Cuttack, Ganjam, Gajapati, Jagatsinghpur, Jajpur, Kandhamal, Kendrapara, Khordha, Malkangiri, Mayurbhanj, Nuapada, Puri & Subarnapur have failed to submit their compliance report since long.

EVALUATION

(a)

Job Seekers

Maximum job seekers of 2654, 2270, 2089, 1873, 1558 & 956 are in Jagatsinghpur, Kendrapara, Kalahandi, Dhenkanal, Jajpur & Angul districts respectively against the state figure of 16,631.

All Collectors were requested to indicate the quantum of foodgrains available against co.2 of Format-D. But, the Collector, Cuttack & Dhenkanal have failed to comply the instructions. While compiling these information, 18 Collectors should take into account the availability of foodgrain under newly introduced NFFW Programme in 18 districts.

(b)

PDS

57 numbers of retail outlet points did not lift the monthly stock under PDS. The position, however, appears to have been improved in comparison to last fortnight. Care should be taken by the concerned Collectors to minimise the numbers & take appropriate action against the dealers for such negligence.

(c)

Annapurna Yojana

Under AY scheme 341 beneficiaries have not lifted their entitlement during the fortnight. Collectors of Puri, Angul, Keonjhar, Cuttack, Bolangir, Ganjam & Baragarh should take it positively as the number of beneficiaries who have not lifted their entitlement stands at 110, 61, 31, 27, 26, 23 & 20 respectively.

(d)

Antodaya Anna Yojana

1815, 983, 930, 722, 707, 495 & 493 AAY beneficiaries in Rayagada, Puri, Balasore, Gajapati, Cuttack, Angul & Mayurbhanj districts respectively have not lifted their entitlement till 31st of the month out of 7,459 total defaulters. Effective steps should have been taken by the Collectors to minimise the no. of defaulters

(e)

SNP

128 AW centres alone in Angul district have stopped functioning out of the State figure of 156. The Collector must take required step to make those functional. W & CD Department should specifically take up the matter.

% of Grade-III & IV children is still continuing to be high in Angul, Bargarh, Bolangir, Nuapara, Nawarangpur, Rayagada, Jharsuguda, Sundergarh and Kalahandi districts. W & CD Department may streamline the matter & take effective steps to minimise the percentage.

MDM

The supervision of MDM programme should be tightened.

OAP

Maximum nos. of beneficiaries those who have not received their pension are in the districts of Angul, Balasore, Bargarh, Bolangir, Boudh, Cuttack, Dhenkanal, Gajapati, Ganjam, Jajpur, Jagatsinghpur, Jharsuguda, Kalahandi, Keonjhar, Khorda, Malkangiri, Mayurbhanj, Rayagada, Nayagarh, Nuapada, Puri & Sundargarh. All out efforts must be made by Collectors to keep this number to minimum as 7,769 beneficiaries in the state have not received their pension.

The report of the Collector Bhadrak stands at `zero’ since first fortnight of January,04 which is a good sign. Collector, Kandhamal has achieved the target in this fortnight.

Other districts should follow the example.

(h)

Prolonged illness

328 main bread earners have been suffering from prolonged illness out of which 269 in Dhenkanal. Collector should report separately regarding the action taken to ensure food security of these families.

Collectors of other districts should intimate regarding specific action taken by them in this regard before submission of the next fortnightly report.

Safe Drinking Water

The no. of habitations without safe drinking water stands at 3,338 and has gone down slightly from that of the last fortnight.

RD Department / H & UD Department should bring out a report on the actual position and also specifically check up the actual figures pointed out by the districts.

Health Care

Health and FW Department as well as Collectors should tighten the health care system.

CONSTRAINTS

The Collectors have reported that 5.08 lakh additional beneficiaries need to be covered under Supplementary Nutrition Programme. W & CD Department should bring out the status of additional coverage

The report from the districts reveals that 7,769 persons have not received Old Age Pension / Widow Pension. This area further requires the close monitoring and streamlining by the block administration

The Collectors have reported that 73,145 destitutes are in dire need of pension. This is a primary tool to curb malnutrition & hunger. W & CD Department should take steps in the matter.

It is seen from the reports that 3,338 habitations require tube wells immediately for safe drinking water. RD Department / H & UD Department may report the current status in this regard.
