Punctuality should be maintained by the collectors in submission of the report.

All Collectors are advised to maintain the time schedule even if submission dates fall on Govt. holidays.

POINT OF CONCERN

(i)

Employment Generating Work

No job seekers for wage employment without work in Bargarh, Ganjam, Jharsuguda, Khordha, Malkangiri, Mayurbhanj, Sambalpur, Rayagada, Subarnapur & Sundargarh Collectors of these districts should be meticulous in analysing & verifying the information received from GP level in this regard.

(ii)

P.D.S.

The performance on this point is yet to improve in the districts like Angul, Balasore, Cuttack, Mayurbhanj, Nuapada, Gajapati, Ganjam, Jharsuguda, Kalahandi, Kandhamal, Keonjhar, Khorda Kendrapara, Nawarangpur and Sundergarh. The Collector, Balasore should be particularly vigilant on this point as the number of retail outlet points which did not lift the stock stands at 190 out of the total figure 737 for the State as a whole.

(iii)

Safe Drinking Water

555 & 489 habitations in Kandhamal & Rayagada districts respectively are without safe drinking water out of the total figure of 4057. The position in this regard has been very high for quite sometime and was discussed specifically in the review meeting taken by Chief Secretary on 08.07.04. It requires immediate attention of RD Department.

The position of the districts such as Kendrapara, Mayurbhanj, Angul, Nayagarh, Gajapati, Rayagada, Kalahandi, Boudh, Deogarh, Dhenkanal, Keonjhar, Koraput, Malkangiri, Nawarangpur, Sambalpur & Sundergarh are no better.

(iv)

Health Care

Medical care facilities need to be tightened specifically in the KBK districts where the deaths due to malaria have been reported, particularly in the district of Koraput where the death due to Malaria is 6.

Submission of Fortnightly Compliance

Collectors are advised to ensure timely submission of compliance report.

EVALUATION

(a)

Job Seekers

Maximum job seekers of 2750, 2642, 2292, 2263, 1226, 1199, 939 & 866 are in Dhenkanal, Jagatsinghpur, Kalahandi, Nayagarh, Angul, Jajpur, Kandhamal & Nuapada districts respectively against the state figure of 18,8070.

All Collectors were requested to indicate the quantum of foodgrains available against co.2 of Format-D. But, the Collector, Kandhamal has failed to comply the instructions. While compiling these information, 18 Collectors should take into account the availability of foodgrain under newly introduced NFFW Programme in 18 districts.

(b)

PDS

737 numbers of retail outlet points did not lift the monthly stock under PDS. The position, however, appears to have been deteriorated in comparison to last fortnight. Care should be taken by the concerned Collectors to minimise the numbers & take appropriate action against the dealers for such negligence.

(c)

Annapurna Yojana

Under AY scheme 1225 beneficiaries have not lifted their entitlement during the fortnight.
o Collectors of Puri, Cuttack, Angul, Mayurbhanj, Gajapati, Kalahandi, Ganjam & Nayagarh should take it seriously as the number of beneficiaries who have not lifted their entitlement stands at 401, 215, 109, 90, 6262, 52 & 50 respectively particularly the Collector, Puri where the figures stands at 401.

(d)

Antodaya Anna Yojana

8880, 5744, 2356, 1449, 1087 & 982 AAY beneficiaries in Puri, Balasore, Cuttack, Gajapati, Nayagarh & Kalahandi districts respectively have not lifted their entitlement till 15th of the month out of 24,028 total defaulters. Effective steps should have been taken by the Collectors to minimise the no. of defaulters.

(e)

SNP

8 & 5 AW centres in Kendrapara & Mayurbhanj districts respectively stopped functioning since first fortnight of the February out of the total of 19. The Collectors must take required step to make those functional. W & CD Department should specifically take up the matter.

% of Grade-III & IV children is still continuing to be high in Nawarangpur, Nuapara, Bolangir, Rayagada, Jharsuguda, Sundergarh and Kalahandi districts. W & CD Department may streamline the matter & take effective steps to minimise the percentage.

(f)

MDM

The supervision of MDM programme should be tightened. The Collector, Mayurbhanj, Angul & Nuapada should report the reasons as to why the MDM have been stopped partly or fully in their districts.

(g)

OAP

Maximum nos. of beneficiaries those who have not received their pension are in the districts of Angul, Balasore, Bargarh, Boudh, Bolangir, Cuttack, Dhenkanal, Gajapati, Ganjam, Jajpur, Jagatsinghpur, Jharsuguda, Kalahandi, Khorda, Mayurbhanj, Malkangiri, Nawarangpur, Nayagarh, Nuapada, Puri, Sambalpur & Sundargarh respectively. All out efforts must be made by Collectors to keep this number to minimum as 8,293 benificiaries in the state have not received their pension.

The report of the Collector Bhadrak stands at `zero' since first fortnight of January,04 which is a good sign. Kandhamal has achieved the goal since first fortnight of October, 04 & Collector, Koraput has also achieved the target during this fortnight.

Other districts should follow the example.

(h)

Prolonged illness

204 main bread earners have been suffering from prolonged illness out of which 105 in Dhenkanal, 46 in Nuapada, 31 in Rayagada district. Collectors should report separately regarding the action taken to ensure food security of these families.

Collectors of other districts should intimate regarding specific action taken by them in this regard before submission of the next fortnightly report.

(i)

Safe Drinking Water

The no. of habitations without safe drinking water stands at 4,057 and has gone up from that of the last fortnight.

RD Department should bring out a report on the actual position and also specifically check up the actual figures pointed out by the districts.

(j)

Health Care

Health and FW Department as well as Collectors should tighten the health care system.

CONSTRAINTS

The Collectors have reported that 5.43 lakh additional beneficiaries need to be covered under Supplementary Nutrition Programme. W & CD Department should bring out the status of additional coverage.

The report from the districts reveals that 8,293 persons have not received Old Age Pension / Widow Pension. This area further requires the close monitoring and streamlining by the block administration.

The Collectors have reported that 75,273 destitutes are in dire need of pension. This is a primary tool to curb malnutrition & hunger. W & CD Department should take steps in the matter.

It is seen from the reports that4,057 habitations require tube wells immediately for safe drinking water. RD Department may report the current status in this regard.
