Ex-post Facto Approval:
The Special Relief Commissioner, Orissa has released Rs.740.68 lakh out of CRF towards different calamity mitigation measures since the last meeting of CRF in anticipation of the approval of the Committee as per details in Annexure-I.

The Committee accorded ex-post facto approval of the sanction of Rs.740.68 lakh out of CRF.

" CRF- (2005-06)As per the recommendation of the 12th Finance Commission, the corpus of CRF for the year, 2005-06 has been fixed at Rs.30154.00 lakh

Out of the above amount, Rs.15173.77 lakh has already been released in favour of Department and Districts towards various relief and restoration measures due to the calamities like flood, heavy rain, and drought and heat wave etc. till 5.12.05.
NCCF
The Government in Finance Department have authorised to incur expenditure to the extent of Rs.1845.09 lakh towards the surrender amount of 2004-05 out of the lump provision of Rs.20.00 crore provided in the Budget under NCCF during 2005-06.
Out of the above amount of Rs.1845.09 lakh, a sum of Rs.1706.32 lakh has been re-allotted to different departments / districts towards surrendered amount and others leaving a balance of Rs.138.77 lakh as on 5.12.2005.

The Committee perused the same.

Position of Utilisation Certificates:
During the year from 1999-00 to 2004-05, a total sum of Rs.1609.48 crore of Utilisation Certificate have already been submitted to Accountant General, Orissa till November-2005 against the total grant of Rs.1819.04 crore till 2004-05, details of which are given in Annexure-II.
Apparently it is seen that the progress of expenditure by the line departments out of the funds released so far has been considerably very slow. In some cases the LC drawing departments have asked for letter of credit from Finance Department for even less than 40% of the grants released so far during 2005-06. In fact due to slow expenditure the submission of utilization certificate has been considerably reduced. The Govt. of India and the Finance Department are insisting for submission of 100% utilization certificate, otherwise the State may lose further Central Assistance. In this scenario particularly the LC drawing departments should take utmost care to accelerate the progress of expenditure and submission of utilization certificates by 31.12.05 positively. Principal Secretary, Revenue had reviewed the position with major line departments like Water Resources, Works, RD, H & UD and OSDMA where the pending is maximum. It was reiterated in the meeting to clear up the balance UCs against the grants released till 2004-05 positively by 31.12.2005.
The Committee perused the same. Chief Secretary stressed upon effective monitoring of the CRF expenditures and expeditious submission of utilization certificate starting from the level of Executive Agencies to Departments.
After thorough discussion, following decisions were taken.
Registers for CRF allotment, LC particulars, Expenditure statement and submission of utilization certificates should be maintained division-wise separately.

LC should be given separately for plan and non-plan projects separately.
Unique code for each utility should be developed for different projects and this code should be used during Administrative approval and Technical sanction stage and also at the time of submission of UC.
A simple one page format should be developed by the Engineering Departments for submission of information regarding UCs and other related matters relating to execution of the projects within one month. For this, a small Committee comprising members of major Engineering Departments like Water Resources, Works and Rural Development will consult with the representatives of Finance Department and finalise the format within a week. The format will be used electronically to transmit the information from Executing Agency level to Chief Engineer / Head of Departments and Government level
For transmitting the information in the specified format, every division / executing agency must use computer. Where computers are not available, the department will provide funds for that. The Secretary IT Department will intervene in the matter if required.
As regards connectivity, Data-one service of BSNL may be availed. The Finance Department shall make budget provision for this. The places where Data-one service is not available the Division may take help of the connectivity available with block offices.
The Superintendent Engineer should monitor the expenditure and review the position monthly. In case of Collectors, the concerned Collector or the ADM should monitor the expenditure and review the position month-wise.
After utilisation of the fund, the information regarding progress of expenditure and submission of utilization certificate as per the developed format should be uploaded in the computer database by the concerned Engineer Superintending / Chief Engineer, Collector of concerned District and concerned Department.
Simultaneously the hard copy UC in prescribed format (OGFR-7) received from Executive Agency, Chief Engineer / Heads of Department after counter signature will be sent to Special Relief Commissioner under intimation to the Department.
The Secretary of the concerned Department should review the position of UC bimonthly from April to August and monthly from September to March.

PROPOSALS FOR SANCTION OF FUNDS OUT OF CRF
A. WATER RESOURCES DEPARTMENT
(i) The Water Resources Department has submitted proposals amounting to Rs.18521.70 lakh for repair and restoration of different utilities damaged during flood-2005 (June to October).
The Committee accorded sanction of Rs.4000.00 lakh in favour of Water Resources Department. Out of Rs. 4000.00 lakh half of the amount Rs. 2000.00 lakh will be released this year and balance Rs. 2000.00 lakh will be released in the 1st quarter of year i.e. 2006-07. It was decided that Water Resources Department should prioritise the proposals within Rs.2000.00 lakh which was actually damaged during current flood / heavy rain. The Chief Secretary suggested that expenditure to the tune of Rs.3000.00 lakh will be made by Water Resources Department by end of current financial year. He also advised that a Sub-Committee may be formed with Principal Secretary Finance, Special Relief Commissioner, MD, OSDMA and Secretary Water Resources as members to finalise the priority list within a day or two.
(ii) Water Resources Department had submitted earlier a proposal amounting to Rs.6263.00 lakh towards breach closing, repair / restoration of canal embankment of MI projects and strengthening of vulnerable points damaged during Flood-2003.
Out of the above amount Rs.3100.00 lakh were sanctioned and released out of CRF in favour of Water Resources Department with the stipulation that the balance requirement shall be met out of their non-plan budget. Now the department has reported that they have no funds under non-plan grant to meet their liabilities (C.E., LMB - 22.50 crore, C.E. Drainage - 6.75 crore, C.E. (MI) - 1.75 crore). The Department is pursuing for release of the balance amount.
The Committee accorded sanction of Rs.3100.00 lakh out of CRF in favour of Water Resources Department for the above purpose.
(iii) The Water Resources Department submitted four nos. of proposal amounting to Rs.169.92 lakh for repair / restoration of following utilities of Cuttack, Bhadrak, Boudh and Malkangiri district.

(iv) Water Resources Department had submitted three proposals for Bank protection work of River Subarnarekha which is being damaged every year. Out of three two proposals amounting to Rs.422.25 lakh were sanctioned by the Committee on 16.03.05 leaving one project due to paucity of funds.
The Committee dropped this proposal as it is subsequently taken care of in the item no.5.a.(v)
(v) Water Resources Department has submitted 11 nos. of proposals amounting to Rs.803.53 lakh for flood protection work in river Budhabalanga and Subarnarekha system. The details of proposals are as follows.

The Committee accorded sanction of 50% of the total cost of the project i.e. Rs.400.00 lakh and balance 50% will be borne by Water Resources Department. It was decided that Rs.200.00 lakh out of Rs.400.00 lakh will be released Out of CRF in 1st phase and balance Rs.200 lakh will be released after utilization of 50% share of Water Resources Department from their own sources
(vi) Water Resources Department has submitted a proposal amounting to Rs.8.00 lakh towards bank protection work left bank of river Nalua near Village-Karkachia.
The Committee accorded sanction of Rs.8.00 lakh out of CRF in favour of Water Resources Department for the above purpose.
(vii) Water Resources Department has submitted a proposal amounting to Rs.36.50 lakh towards bank protection work on river Nagabali at Village-Kerada and Gangammapeta of Rayagada district.

(viii) Water Resources Department has submitted a proposal amounting to Rs.138.97 lakh for clearance of arrear liabilities created by Kakatpur Irrigation Sub-division under Executive Engineer, Nimapara by executing different works during the year 2004
The Committee advised Water Resources Department to take care of the above amount within Rs.3100.00 lakh sanctioned as per item no. (5a)(ii).
B. RURAL DEVELOPMENT DEPARTMENT
(i) Rural Development Department has submitted proposals amounting to Rs.2963.71 lakh for repair / restoration of Rural roads of Bhadrak, Jajpur, Kendrapara, Cuttack, Sambalpur, Balasore, Keonjhar, Dhenkanal, Mayurbhanj, Koraput, Baragarh, Nayagarh & Khordha districts damaged due to Flood-05.
The Committee accorded sanction of Rs.1260.00 lakh out of CRF in favour of RD Department for the above purpose. The RD Department will prioritise the list of roads to be undertaken for repair / restoration work & submit to Special Relief Commissioner immediately taking recent flood damage into consideration.
(ii) Rural Development Department has submitted proposals for repair / restoration of Rural roads of different districts damaged due to Flood-03 amounting to Rs.800.00 lakh as per details below.

(iii) Rural Development Department has submitted a proposal for repair / restoration of Bagadia-Sarpal road of Angul districts damaged due to Floods amounting to Rs.24.70 lakh.

(iv) Secretary Rural Development Department has submitted proposal for repairing 109 PMGSY roads of the States which have been damaged due to heavy rain / flood during 2005. He has requested for sanction of funds to the tune of Rs.300.00 lakh for immediate repair of the damaged PMGSY roads.
The Committee accorded sanction of Rs.200.00 lakh out of CRF in favour of RD Department for the above purpose and it is reiterated that the list of PMGSY roads which require immediate repair should be finalised after comparing it with the road list approved under grant of 12th Finance Commission.
(v) During the meeting Secretary Rural Development Department submitted the proposal amounting to Rs.152.00 lakh for repair / restoration of three nos. of roads of Kandhamal Districts damaged due to flood / heavy rain 2005, which has been sent to Special Relief Commissioner for consideration.
The Committee after thorough discussion accorded sanction of Rs.50.00 lakh for the above purpose as detailed below. The remaining requirement will be met by the Rural Development Department from their own internal resources.

C.WORKS DEPARTMENT
(i) Works Department has submitted a proposal amounting to Rs.141.05lakh for repair / restoration of Thakurgarh-Nakchi road of Angul district damaged due to flood'03 and flood/heavy rain'05.
The Committee accorded sanction of Rs.141.05 lakh out of CRF in favour of Works Department for the above purpose.
(ii) Works Department has submitted a proposal with estimate amounting to Rs.10.26 lakh for repair / restoration of Satinallah Bridge at 1st Km of Jeypore - Motu road (MDR). The Collector, Koraput has recommended the proposal.
The Committee accorded sanction of Rs.10.26 lakh out of CRF in favour of Works Department for the above purpose.
(iii) Works Department has submitted a proposal with estimate amounting to Rs.134.08 lakh for reconstruction of H.L. Bridge over river Brahmani Jore at 11/300 Km near Bhutiarbahal of Deogaon - Tikarpada road which was damaged severely and partly washed away along with vented cause way due to flood, 2005.
The Committee accorded sanction of Rs.25.00 lakh out of CRF in favour of Works Department to replace the damaged span and restore the bridge to pre-calamity condition.
(iv) The Works Department has submitted a proposal for repair and restoration of Dhenkanal-Bhapur road with an estimated cost of Rs.4.59 crore. This road was severely damaged due to heavy/continuous rain in June 05.
The Committee accorded sanction of Rs.20.00 lakh out of CRF in favour of Works Department for repair of damaged portion from 6/0 to 7/0 KM and 16/0 to 17/0 KM of the above road.
(v) Secretary, Works Department has submitted a list of proposals amounting to Rs.2789.00 lakh for repair of roads of 19 districts damaged due to flood, 05 and heavy rain. The District wise list of roads is mentioned below.

The Committee accorded sanction of Rs.280.40 lakh out of CRF in favour of Works Department for repair of the road from 0/0 to 1/300 KM and 14/030 to 25/0 KM.
D. HEALTH & FAMILY WELFARE DEPARTMENT
(i) Health and Family Welfare Department has submitted a proposal amounting to Rs.275.00 lakh for repair/restoration existing buildings of SCB Medical College and Hospital Cuttack damaged during Super Cyclone, 1999.

(ii) Health & Family Welfare Department has submitted a proposal amounting to Rs.130.72 lakh for repair / restoration of integrated sewerage system to SCB Medical College and Hospital Cuttack.

iii) Special Secretary, Health & Family Welfare Department has submitted a proposal amounting to Rs.473.73 lakh for construction of Multi-storied building to accommodate the Department of Psychology, Biochemistry and Micro Biology in SCB Medical College, Cuttack which was damaged during Super Cyclone-99.
The Committee observed the proposal submitted by the Department in this regard is not in order. So it is not considered. It is advised that the Department will re-submit the proposal after necessary revision for consideration of the Committee.
E. H & U. D. DEPARTMENT
(i) H & U.D. Department has submitted a proposal amounting to Rs.80.00 lakh for repair/restoration of 10 nos. of roads and drains of Paralakhemundi Municipality damaged due to continuous rain during Oct., 04 in Gajapati district.

G. SCHOOL & MASS EDUCATION DEPARTMENT
School & Mass Education Department submitted a proposal amounting to Rs. 2.27 lakh towards repair/ restoration of Biruda High School, Biruda, Nayagarh which was badly damaged by Hailstorm / Whirlwind on 28.05.04 as reported by Collector, Nayagarh.
The Committee accorded sanction of Rs.2.27 lakh out of CRF in favour of School & Mass Education Department for the purpose.
H. REVENUE DEPARTMENT
Collectors of 10 Districts, Works Department and R.D. Department have submitted a list of 160 nos. of Revenue Buildings amounting to Rs.445.18 lakh for repair/restoration. These buildings were damaged due to flood, 03 and continuous heavy rain resulting from low pressure during 2004-05. The numbers of buildings (District-wise) is mentioned below.

The Committee accorded sanction of Rs.445.18 lakh out of CRF in favour of above 17 Collectors. The Collectors will place the fund with concerned Departments and get the buildings repaired.
I. HOME DEPARTMENT
Home Department has submitted the proposal amount to Rs.189.18 lakh for repair of Jail buildings and other infrastructures damaged due to Super Cyclone-99.
The Committee accorded sanction of Rs.150.00 lakh out of CRF in favour of Home Department for the above purpose.
J. COMMERCE & TRANSPORT DEPARTMENT
(i) Commerce and Transport Department has submitted a proposal amounting to Rs. 115.49 lakh towards repair/ restoration of following utilities damaged due to Cyclone-2005. However from the photographs it appears that Rs.50.00 lakh may be sufficient for above purpose.

(ii) Director. Printing and Stationary, Orissa, Cuttack has submitted a proposal amounting to Rs. 12.41 lakh towards repair/ restoration of roof & boundary wall of Govt. printing press at Madhupatna ,Cuttack damaged due to various calamities
The Committee accorded sanction of Rs.12.00 lakh out of CRF in favour of Commerce and Transport Department for the purpose.
K. AGRICULTUREDEPARTMENT
Agriculture Department has submitted a proposal amounting to Rs.140.00 lakh for repair / restoration of large sized and 50 small sized Agricultural farm building in different districts damaged due to different natural calamities.
The Committee accorded sanction of Rs.50.00 lakh in favour of Agriculture Department for the purpose.
l. OSDMA
(i) MD, OSDMA has submitted following proposals amounting to Rs.404.47 lakh as detailed below.

The Committee accorded sanction of Rs. 404.47 lakh out of CRF in favour of MD, OSDMA for the above purposes.
(ii) MD, OSDMA has also submitted a proposal amounting to Rs.665.36 lakh for Annual Maintenance of Multipurpose Cyclone Shelters and School-cum-Cyclone Shelters.
The Committee accorded sanction of Rs.100.00 lakh in favour of OSDMA for the above purpose at present. The Committee advised that OSDMA should utilize this fund for repair of Multi-purpose Cyclone Shelters wherever damaged on priority basis. The Chief Secretary advised SRC to request Minister of Home Affairs, Govt. of India for allowing the expenditure out of CRF towards the maintenance of these buildings or else the amount will be reimbursed out of non-plan budget provision.
M. COLLECTOR , PURI
(i) Collector, Puri has submitted a proposal amounting to Rs. 5.00 lakh towards repair/restoration of Nuagaon to Nabali road in Uttar Sahi of Satyabadi Block which was damaged due to flood, 03.
The Committee accorded sanction of Rs. 5.00 lakh out of CRF in favour of Collector, Puri for the above purpose.
(ii) Collector, Puri has submitted a proposal amounting to Rs.48.02 lakh towards repair/restoration of retaining wall of Markendaswar tank of Puri Town. The view of Works Department is awaited in this regard.
The Committee took note of the proposal and it will be considered after the view of Works Department is received. Works Department will expedite the submission of the same.
N. COLLECTOR, SUNDARGARH
Collecltor, Sundergarh has submitted a proposal amounting to Rs.2.80 lakh for repair / restoration of 9 nos. of public utilities damaged due to hailstorm / whirlwind occurred on 30.04.2005.
The Committee took note of the proposal and it will be considered after the view of Works Department is received. Works Department will expedite the submission of the same.
O.COLLECTOR , KHURDA
Collecltor, Khurda has submitted a proposal amounting to Rs. 5.94 lakh towards internal furnishing of Audio / Video Conferencing Hall over the disaster management control room of the district office.
The Committee accorded sanction of Rs. 5.94 lakh out of CRF in favour of Collector, Khurda for the above purpose.
P. SUBMISSION OF UCs
The additional agenda note on procedure for submission of UCs was discussed in detail.
After careful consideration the Committee observed that the Para -5 (f) of said circular be revised as follows.

5(f). "The amount utilised by the Executive Engineer/Head of Office shall be the Signatory of the Utilization Certificate. He shall send one copy of the Utilisation Certificate to the District Collector and two copies to the Chief Engineer/Head of Department concerned simultaneously indicating the correct Head of Account, LC amount with number and date, approved project list and the sanction order No. and date of SRC. If the District Collector has any observation or comment, he shall communicate the same to the Chief Engineer/Head of Department concerned and Executing officer for clarification or remedial action within one month. The concerned Chief Engineer/Head of the Department shall comply with the observation of the Collector if any received within one month. Then the Chief Engineer / Head of Department will verify the Utilization Certificate with the allotment and LC issued to the concerned Division along with the approved project list. After verification he will countersign it and then send the same to the Special Relief Commissioner under intimation to concerned Administrative Department for record".

Government in Revenue Department to issue appropriate order accordingly.

Q. ACCOUNTING PROCEDURE FOR CONSTITUTION AND AMINISTRATION OF CALAMITY RELIEF FUND FOR ORISSA-2005-2010.
Special Secretary, Finance Department suggested that the Committee may authorize the Secretary Finance Department to issue necessary instruction to Reserve Bank of India for investment out of the Calamity Relief Fund and redemption of such securities as and when needed depending on the wage and means position of the State.
The Committee took note of the Accounting Procedure for Constitution and Administration of Calamity Relief Fund for Orissa-2005-2010. Further the suggestion was accepted and the Committee authorised the Secretary Finance Department to issue necessary instruction to Reserve Bank of India in this regard.
