1st Phase Flood (29th June to 5th July)

Heavy rainfall occurred at most places over North Orissa and many places over South Orissa due to depression centered a Jamsedpur at 8.30 Hrs IST on 28.06.2005. As a result flood came in river Baitarani due to heavy rainfall in its upper catchment. The waterlevel of river Baitarani crossed its danger level on 29.06.05. The flood situation in this river continued for one week.

Measures Undertaken
i) Rescue
ODRAF team with Boats were engaged in relief and rescue operation. 20 nos. of boats were engaged in flood relief operation in Bhadrak district. Similarly 9 nos. of boats were engaged in Jajpur district.
ii) Emergency Relief
a) Q.2275.75 of rice sanctioned for 3 days in 35 GPs covering 156 villages of Bhadrak district for 1,89538 nos. of beneficiaries.
b) Q.3.0 of chuda and 35 Kg of Guda distributed to 780 people in Narayanpur villages of Dasarathpur block, Q.88.0 of rice distributed in Dasarathpur block.

HEAVY RAIN
Due to heavy rain on 28.06.05 and 29.06.05, Pallahara block of Angul district and Naktideul block of Sambalpur district had been affected.
2nd Phase Flood (29th July to 6th August)
Due to depression over Bay of Bengal heavy rain occurred over North Orissa and Coastal Orissa on 29.07.2005 and 30.07.2005. As a result flood situation came in river Baitarani, Mahanadi (partly) and Saluki river in Phulbani district. Seven districts namely Bhadrak, Jajpur, Kandhamal, Cuttack, Kendrapara, Puri & Nayagarh were affected. The impact of flood is given below.

HEAVY RAIN
Five districts namely Sambalpur, Boudh, Dhenkanal, Angul, Deogarh were badly affected due to heavy rain occurred during 29.07.05 to 30.07.05.
Effect
2 blocks of Sambalpur district, 4 blocks of Dhenkanal district and 3 blocks of Deogarh districts were affected. 25 nos. of roads were damaged. Details given below.

Casualty
One person of village Mantri of Dhenkanal district and one person of village Hariberni of Angul district were died.

Relief Measures

a) 820 persons were provided with free kitchen in 3 free kitchen centers
b) Q.8.50 of chuda, Q.1.25 of Guda and Sugar 30 Kg were distributed to most affected people in Dhenkanal district.

3rd Phase Flood (9th September to 13th September)

During 9th September to 13th September, heavy continuous rainfall was experienced in North Orissa and some parts of South Orissa. Due to its effect flood like situation had occurred in river Jalaka of Balasore districts, river Jambhira and Saronai of Mayurbhanj districts, river Varsadhara in Gajapati and river Tel in Boudh districts. Also flood like situation noticed due to heavy downpour in some parts of Nayagarh district.

8 nos. or roads were damaged in Mayurbhanj district. One breach at about 200ft. in Bolangibandh occurred in Nayagarh district.

Relief Measures Undertaken

i) Rescue & Evacuation
3 power boats with ODRAF team were engaged in relief / rescue operation in Balasore districts. At about 1250 nos. of persons had been evacuated. Similarly 9 boats were engaged in relief and rescue operation in Mayurbhanj district.
ii) Emergent Relief
a) Q.824.00 of rice, Q.227.00 of Chuda and Gura Q.24.53 had been provided to worst affected people in Balasore district. Besides this matchbox and candle were also distributed to affected persons.
b) 800 persons were provided with free kitchen in Mayurbhanj district. Rice Q.108.0, Chuda Q.6.50 and Gura Q.0.90 were distributed among affected people in Mayurbhanj district.

iii) Health and Sanitation Measures

Flood had continued for 4 to 5 days in Jalka river due to continuous rainfall. Massive Health and Veterinary care had been undertaken in the affected areas of Balasore district.
16 Medical Team and 5 nos. of Veterinary teams were engaged in affected areas. 75 medical centers were opened.15400 halogen tablets, 144 nos. of ORS packets were distributed among affected people. 1070 tubewells and 103 wells were disinfected.
4th Phase Flood (17th September to 19th September)
A deep depression over North West Bay of Bengal lay centred at 17.30 Hrs IST on 18.09.05 about 80 Km East South East of Puri. The system was intensified into a cyclonic storm. Fortunately the system did not cross over Orissa coast. It crossed Andhra Coast on its effect, heavy rainfall has experienced over coastal and South Orissa.
Action Taken at State Level
i) Collectors of the coastal districts had been directed to be alertness to meet any eventuality.
ii) Local cautionary signal kept was hoisted at all parts of the State.
iii) Fisherman warnings issued to coastal Collectors.
iv) ODRAF unit of Chhatrapur had been directed to be deployed at Gunupur of Rayagada districts.
v) Govt. declared holidays of all educational institutions on 19.09.05 in Gajapati, Ganjam, Rayagada, Khorda, Puri, Jagatsinghpur, Kendrapara, Bhadrak, Jajpur, Cuttack and Balasore districts.
Impact
i) Saline water had inundated in 11 GPs of 3 blocks i.e. Rajnagar, Mahakalpada and Rajkanika of Kendrapara district.
ii) High tidal wave came in river Baitarani and Mantei of Bhadrak district. Blocks affected – 2 (Chandbali and Basudevpur), GP affected – 23, Villages affected – 85, Crop damaged – 12500 hectares, Population affected – 9691, Free kitchen – 12 Centre for two days, Chuda – Q.23.84 and Gur - Q.1.85 distributed.
iii) 19 villages of 3 blocks ( Baliapal , Sadar and Bahanaga ) were affected due to heavy rain in Balasore district.
iv) Also saline water had submerged in 13 villages of 4 GP of Ersama block of Jagatsinghpur district .
v) Flood like situation occurred in river Vansadhara in Gajapati and Rayagada district , in river Devi in Puri district , in river Saberi / Sileru in Malkangiri district.
Damages

Rescue
46 nos. of fishermen were reported missing due to effect of cyclonic depression. 33 nos. of fishermen had been rescued and other missing persons returned safely.
Emergent Relief
Dry foods in shape of Chuda and Gur had been provided to all evacuated persons. Free kitchen was also provided to 100 persons of Gunupur village of Rayagada district.
Human Casualty
i) One person namely Shri Nirakar Jani, Age-35 years, Vill- Budhadani, GP- Tudipuja of Bhuban Block died in river Bada Salunki on 19.09.05.
ii) 3 persons drowned in river in Bhanjanagar sub-division of Ganjam district

5th Phase Flood (19th October to 23rd October)

Due to Heavy rain in Balasore and Mayurbhanj districts.
Heavy rainfall was experienced from 19.10.05 to 23.10.05 in Balasore district. As a result flood like situation occurred in 1040 villages of 126 GPs of 7 blocks of Balasore district. The severely affected blocks were Bhograi, Baliapal, Jaleswar and Basta. The cumulative rainfall in these four blocks from 19th October to 23rd October is as follows.

3821 polythene sheets were provided to the affected families.

2877 nos. of persons were provided with free kitchen in 47 centres in Bhograi and Baliapal block.
v) Health and Veterinary Measures
6 Medical Teams and 2 Veterinary Teams were engaged in health care operation in affected areas of Balasore districts. 29 Medical Relief Centres was opened. 1200 nos. of ORS packet and 55300 Halogen Tablet were distributed to the affected people. 1294 patients and 1479 cattle were treated.
