Animal Resource Development
 

 

The main activities under this sector in brief are as follows:

  1. Intensification of cross breeding programme through Artificial Insemination, technology for production of genetically superior cattle and buffaloes.

  2. Augmentation of poultry and duck production through induction of more productive birds in order to increase egg production.
  3. Upgradation of small animals like sheep, goat, rabbits and pigs through Induction of improved and exotic breeds of ram, buck, boar and rabbit for local herds being produced in the Departmental farms.

  4. Strengthening of health care infrastructure for livestock in the State.

  5. Development of infrastructure for preservation, processing andmarketing of livestock products.

  6. Organisation of training programme for farmers.

  7. Establishment of dairy, poultry and small animal rearing farms through private efforts/entrepreneurs.

  8. Enforcement of cruelty prevention measures.

  9. Intensification of research, development and extension education activities.

  10. Intensification of natural breeding programme through Utkal Gomangal Samiti.

SCHEMES

Animal Husbandry and dairy development are two rural –oriented income generating sectors which do not require much infrastructure and capital for their sustainability . Induction of technology for taking up Animal Husbandry and Dairying on a productive scale and to help building up the economic status of rural families is gradually gaining momentum . During 2002-03, it is proposed to produce 952 TMT of milk and making available 72 gms of milk per day/per head. Similarly it is proposed to produce 1,260 million eggs with a view to providing 34 eggs per head /per year. Human resources and institutional set up of the Department is moving in the sole direction of recognising Animal Husbandry and Dairying as the occupations for maintaining independent livelihoods and supplementing family income. The State Government have adopted the following strategies for the Annual Plan 2002-03:

(i) Upgradation of small animals likes sheep and goat through induction of improved and exotic breeds of ram and buck in departmental breeding farms.

(ii) Strengthening of health- care infrastructure for live-stock in the State

(iii) Development of infrastructure for preservation, processing and marketing of livestock products.

(iv) Adoption of Goat Frozen Semen A.I. to produce goats which may yeild meat in large quantity and of high quality and to supplement family income.

(v) Introduction of A.I. workers and door-step A.I. .

(vi) Intensification of A.I. research, development and extension education activities.

PLAN SCHEMES

The total Plan ceiling for this sector has been proposed at Rs.56 .00 Lakh during 2002-03. An outlay of Rs. 21.00 Lakh has been proposed in A.H. under State Plan. A sum of Rs. 35.00 lakh has been proposed for Centrally Sponsored Plan Schemes .The details of these schemes are given below

STATE PLAN

Re- Organisation of the Veterinary Directorate (Rs. 7.30 Lakh)

An amount of Rs. 7.30 Lakh has been proposed for strengthening and improvement of Directorate building.

Veterinary Services and Animal Health

Establishment of Animal Disease Research Institute (A.D.R.I) (Rs.0.15 Lakh)

A State Level Animal Disease Research Institute is functioning at Phulanakhara, Cuttack. The provision of Rs. 0.15 Lakh is made for salary component as a token grant during 2002-03.

Strengthening of Orissa Biological Products Institute (Rs. 13.50 Lakh)

Orissa Biological Products Institute, Bhubaneswar and Berhampur are functioning under this scheme. Life saving biological injections and medicines against common contagious disease are produced at these Institutes with annual target of 200 Lakh doses of vaccine. It is proposed to provide Rs. 13.50 Lakh during 2002- 03 .

Grant to O.U.A.T.

(Fisheries and A.R.D. Department) (Rs. 0.05 Lakh)

There is Constant interaction between OUAT and the Department of Animal Husbandry and Veterinary Services for dissemination of research to the field.It is proposed to provide Rs. 0.05 Lakh as a token provision towards a grant to OUAT during 2002-03.

CENTRALLY SPONSORED PLAN SCHEMES

Animal Disease Surveillance (CS Rs.4.25 Lakh)

This is an ongoing Centrally Sponsored Plan Scheme. Under this scheme, an amount of Rs. 4.25 Lakh has been proposed during 2002-03. Towards State Share.

Systematic control of Livestock Disease (CS Rs.11.00 Lakh)

This is a Centrally Sponsored Plan scheme for which a provision of Rs.11.00 Lakh

Has been Proposed during 2002-03 as State Share .

National Ram and Buck Production Programme (CS Rs. 0.50 Lakh)

(Fisheries and A.R.D.Department) (SS Rs. 0.50 Lakh)

The objective of the scheme is production of Rams and Bucks for natural breeding.

For continuation of this scheme, an amount of Rs.0.50 Lakh is proposed during 2002-03 as State Share.

For contunuation of this scheme, an amount of Rs. 19.00 Lakh is proposed during the

Year 2002-03 as State Share.The objective of the scheme is collection and analysis of

Statistical data on Live stock Production and products. The amount is proposed to meet the State Share.

Grant to Orissa Veterinary Council

This is an ongoing Centrally Sponsored Plan scheme for which an amount of Rs.0.20 Lakh is Proposed during 2002-03 as State Share.

Control of F.M.D. (CS Rs.0.05 Lakh)

For control of foot and mouth disease (FMD) an amount of Rs. Proposed during 2002-03 as State Share.

DAIRY DEVELOPMENT

PLAN SCHEMES

An amount of Rs. 16.00 Lakh is proposed during 2002-03 for operation of the following schemes under Dairy Development Programme. There is also a provision of Rs.71.00 Lakh to fund externally aided project, "Integrated Livestock Development Project.

Strengthening of Dairy Organisation (Rs. 10.50 Lakh)

The aim of the scheme is to strengthen FSAI operations by supplying Liquid Nitrogen to FSAI Centers in districts which are directly linked up with milk production activities and self employment generation in rural areas . An amount of Rs. 10.50 Lakh is proposed for 2002-03

Strengthening of Dairy Organisation TASP

(Fisheries and ARD Department) (Rs. 5.49 Lakh)

The objective of the scheme is to promote dairying activities in TASP areas in the State through Strengthening of FSAI field network. An amount of Rs.5.49 Lakh is proposed during 2002-03.

CENTRALLY SPONSORED PLAN SCHEMES

Grant to OMFED

(Fisheries and A.R.D.Department) (Rs. 0.01 Lakh)

A token provision of Rs.0.01 is proposed as grant to OMFED during the year 2002-03. As State Share.

Integrated Live Stock Development Project (EAP)

(Fisheries and ARD Department) (Rs. 71.00 Lakh)

An outlay of Rs.71.00 Lakh has been proposed for the year 2002-03 under this project with DANIDA assistance. This externally Aided Project will continue up to 31.3.2003. The activities like promotion of A.H. farming systems, sustainable Livestock holdings, nutritional status of tribal families and socio- economic development through promotion of self Help Groups (SHGs) will be extended to other areas in KBK districts.
