OBJECTIVES OF THE DEPARTMENT

  • To ensure distribution of Essential Commodities to a large number of people through a network of FPS.
  • To ensure minimum support price to the farmers as well as contributing Rice to the Central Pool Account.
  • Monitoring of Prices and availability situation of Essential Commodities in the open market continuously with the help of a computer network under Market Intelligence Information System.
  • To enforce various provisions of Essential Commodities Act. and PBMS Act. in order to prevent artificial scarcity, abnormal price rise.
  • Legal Metrology
    • to standardise Weights & Measures in the state
    • to protect the common people from the clutches of unscrupulous traders
  • Consumer Welfare
    • establishment of Consumer Courts in the Districts and its smooth functioning to redress the grievances of consumers
    • to create consumer awareness about their Rights under C.P. Act.
  • Quality Control

to ensure FAQ quality food grains to the consumers distributed through Public Distribution Systems.

  • To ensure availability of essential commodities at reasonable prices. This is sought to be achieved by maintaining an effective Public Distribution  System after building up of a buffer stock of food grains through procurement at minimum support  price, Monitoring the price of commodities of common consumption, enforce various control  orders under the E.C. Act, 1955.
  • Price Monitoring and Stabilisation in price of essential commodities with a view to have a better survey of the market economy and its operation, Government in F.S. and C.W. Department have an organisation called Market Intelligence, which collects everyday  information relating to market forces for formulating an appropriate price policy and its execution. It prepares everyday Prices of Essential Commodities of seven major centers keeps a close watch on the activities of traders and appropriate actions are taken. During the   time of unusual price hike of essential commodities, M. I. wing suggests market intervention to  stabilize the prices. A state-of the-Art Computer Cell with Internet facilities is functioning with  trained technical personnels to monitor prices, availability situation of essential commodities, targeted public distribution system, enforcement activities, etc
  • Consumer Protection Movement

With a view to safe-guarding consumers' rights by extending all kinds of help and support to the  consumers at the moments of their harassments, miseries and exploitations caused by the  unscrupulous traders/businessmen, Government have established Consumer Redressal Forums  at each districts and one at Rourkela and a State Commission at the State level with required  personnel and infrastructure since 1989 under the provisions of C.P.Act, 1986 which are giving   relief to the consumers by hearing grievances.

  • Ensure Accuracy in Weights & Measures

One of the main objectives of the Department is to provide essential commodities to the  consumers in accurate weights and measures. In order to achieve this objective, and to  strengthen P.D.S. the Government have deployed the Legal Metrology Organisation and the  same has been activised by posting a full time senior officer as Controller, Legal Metrology.

  • Ensure Quality

In order to supply good qualities of commodities to consumers, the responsibility has been entrusted to the Quality Control Wing for enforcing proper quality specification at every stage right from procurement, milling/processing, handling, transportation, storage points to selling centres. With a view to check the rising trend of adulteration and to ensure qualitative commodities, the Quality control Cell is taking cyclic testing exercise of food grains.
