The jurisdiction of Cuttack Development Authority (CDA) extends to Cuttack Municipal Corporation, Choudwar Municipality and 20 other contiguous Panchayats.

Specific functions of CDA includes :
Preparation and implementation of Area Development plans and projects for ensuring scientific land use pattern.
Working as coordinating agency between various Government Departments and other agencies involved in development activities.
Development of land by acquisition for various purposes in suitable locations based on an assessment of future needs, control of land subdivision and reconstruction of plots wherever necessary.
Determining the phasing development.

The details of some important schemes successfully
completed by CDA are as follows
Bidanasi Development Project
This project is contemplated over an area of about 1893 acres reclaimed from the River belt of Kathajori and River Mahanadi. The basic objective of the project is to accommodate about 30,000 residential units to be developed in phases. The total area has been divided into 15 sectors, out of which 2 sectors which are located contiguous to the existing city have been planned to accommodate non-residential activities (Institutional). Rest 13 sectors have been designed as residential sectors. Out of the 15 sectors, so for 6 Residential sectors and 1 (one) non-residential sector have been developed and allotted to public. A) Plotted Development Scheme at Sector – 6,7,8,9,10 & 11
These 6 (six) residential sectors extend over an area of Ac. 649.004. These sectors provide 9552 nos. of residential plots. Infrastructure facilities like underground sewerage, drainage, water supply have been provided along with electricity line, avenue plantation etc.
The Plotted Development Scheme at Bidanasi is first of its kind project in the State, where a very clean and healthy environment has been created by providing underground utility network and modern sewerage treatment plant. Lush green plants have been provided along the road with development of Jayaprakash Park in Sector -6 and Justice J. K. Pattnaik Park in Sector – 9.
All the plots have been allotted and possession of 80% of the plots have been made over.

B) Development of Sector - 1
This Sector has been primarily planned to accommodate institutional uses, like Vidyalaya, Law College, GRID Station, etc. The Sector covers Ac. 64.85 of land.
Construction of Super Market over plot No. 360, Sector – 6, Bidanasi.
Construction of Market-cum-Office Complex in Sector – 6, Bidanasi.
Construction of 105 nos. of convenient shops at different locations in Sector – 6 and 7 of Bidanasi Project Area.
Construction of 34,21 and 18 Duplex Houses in Sector – 6, 8 and respectively in Joint Venture with Bhawani Constructions (P) Ltd.
