Broad Objective of the Comprehensive Development Plan To translate the policies and strategies prescribed in the Perspective Plan towards desired development of the Bhubaneswar – Cuttack Urban Complex, Comprehensive Development Plan will be prepared for Bhubaneswar Development Area and Cuttack Development Area. Comprehensive Development Plan prepared within the framework of the approved Perspective Plan is a medium term comprehensive plan of spatio-economic development of the urban center. The purpose of the Comprehensive Development Plan is to provide further necessary details and intended actions in form of strategies and physical proposals for various policies given in the Perspective Plan depending upon the economic/social needs and aspirations of the people, available resources and priorities. Approach to the Comprehensive Development Plan The Comprehensive Development Plan will provide all matters necessary for the proper development of area covered by such plan and for the health, comfort, convenience and general betterment of the present and future inhabitants of the development area. The course of action followed towards preparation of the Comprehensive Development plan starts with assessment of the existing condition and accounting the available and potential resources. Based on which development priorities are set out for the particular urban area taking into consideration the socio-economic needs and aspirations of the population. Plan proposals are formulated and implementation strategies are chalked out along with sensitive monitoring and feedback mechanism to give definitive shape to the development initiative. The approach to the Comprehensive Development Plan preparation for each of the development area will start from consideration of the prime issues indicated following.
A. Physical characteristics and natural resources - Location and regional setting - Climate - Existing land use - Environmentally and ecologically sensitive area - Heritage sites, building and areas
B. Demography - Existing population - Migration - Household characteristics
C. Economic base and employment - Formal sector Primary: Urban agriculture, mining and quarrying Secondary: Industries Tertiary: Trade and commerce, services - Informal sector Housing and Shelter Existing stock and condition Sectoral share – formal and informal
D. Transportation - Network features - Modal characteristics - Terminal facilities
E. Facilities - Health - Education - Recreation - Religious - Socio-cultural
F. Infrastructure - Water - Drainage and sanitation - Solid waste - Power - Telecommunication - Police - Fire - Cremation and graveyards
G. Resources - Fiscal - Manpower - Land
H. Environment - Urban air - Urban water - Urban noise - Visual - Disaster
I. Development management - Intuitional set-up - Legal support - Sectoral integration and co-ordination
J. Any other issue pertaining to the particular development area
The performance of the urban systems under the Comprehensive Development Plan needs to be analyzed to provide much needed input to the Perspective Plan framework – thus, creating a planning framework interactive and dynamic in nature.
