POLICIES,
PROGRAMMES AND PROJECTS OF DIRECTORARE OF FACTORIES
AND BOILERS ORISSA
Prepared on 1.1.2002
INTRODUCTION
The Directorate of Factories & Boilers enforces two important enactments namely the Factories Act, 1948 and Indian
Boilers Act, 1923 and the rules framed thereunder to ensure safety, health and welfare of
workers working in factories of the State. Of late, the Factories Act has been amended
making provision for stringent requirements due to the advancement in modern manufacturing
technologies and their inherent hazards. It has made the work of the Directorate
multidimensional. Further, the enactment of Environment Protection Act, 1986 and the
Manufacture, Storage and Import of Hazardous Chemical Rules, 1989 where in this
Directorate has been assigned the work of inspection, has added further work load and
thrust upon this Directorate. Apart from the work of enforcement, prevention and
promotional work also have been assigned to this Directorate to generate safety and health
consciousness among the factory workers through training programmes, medical surveillance,
occupational health monitoring and monitoring of industrial work places carrying out
hazardous activities.
This Directorate aims at acting as a friend, philosopher and guide to the factories
of the State.
