POLICIES, PROGRAMMES AND PROJECTS OF DIRECTORARE OF FACTORIES AND BOILERS ORISSA

 INTRODUCTION

 The Directorate of Factories & Boilers enforces two important enactments namely the Factories Act, 1948 and Indian Boilers Act, 1923 and the rules framed thereunder to ensure safety, health and welfare of workers working in factories of the State. Of late, the Factories Act has been amended making provision for stringent requirements due to the advancement in modern manufacturing technologies and their inherent hazards. It has made the work of the Directorate multidimensional. Further, the enactment of Environment Protection Act, 1986 and the Manufacture, Storage and Import of Hazardous Chemical Rules, 1989 where in this Directorate has been assigned the work of inspection, has added further work load and thrust upon this Directorate. Apart from the work of enforcement, prevention and promotional work also have been assigned to this Directorate to generate safety and health consciousness among the factory workers through training programmes, medical surveillance, occupational health monitoring and monitoring of industrial work places carrying out hazardous activities.

        This Directorate aims at acting as a friend, philosopher and guide to the factories of the State.

 

DETAILS OF ACTIVITIES

 

1.     Enforcement of Factories Act, 1948 and Indian   Boilers Act, 1923, Rules and Regulations thereunder.

 .     Enforcement of Environment Protection Act, 1986 in consultation with the State Pollution Control Board.

 .     Accident prevention programme through investigation and analysis.

 .     Safety and occupational Health Education programme.

 .     Occupational health survey programme.

 .     Monitoring of hazardous work environment.

 .     Safety and quality assurance in design, construction and safe operation of boilers.

 .     Compilation of yearly statistics.

 .     Helping the factory management and district administration in preparation and updating of ON-SITE and OFF-SITE emergency plans and monitoring of plans.

 . Helping the district administration in the preparation of the OFF SITE emergency plan for their district to combat and contain emergency situation arising out of chemical accident.

 1. Development updating and maintaining an inventory of hazardous chemicals handled in                   

          factories of the State.

    effluents requires sophistication as regards

    to the sampling personnel who is required

    to know the basic chemistry of the substances

   so that he could collect in proper medium,

   stabilise it with suitable stabilizers and carry

   that back to IHL for further analysis.

5)  The job of sampling as described at

    sl.no. 4 is risky in transport by public

    conveyance as –

(I)                   none of the sampling equipment are

             insured ;

 

 

 

 

 

     (ii)        no vehicle for the purpose have been

                 provided.

Excepting keeping records and inventory of hazardous substances of factories other

activities have come to stand still due to lack of resources.

PERSPECTIVE PLANNING AND ASSISTANCE NEEDED

1. Advanced Training to Inspectors to keep abreast with modern & code of practice developed technology

    and techniques of inspection.

2. Assistance by supply of publications Books/Journals to develop a good library facility.

 

3. Assistance by donation of a Multi Media Computer to develop up-to-date data bank.

 

4. Assistance in the form of a Mobile Laboratory Van duly equipped to carry out workplace monitoring

    and occupational health care.

 

5. Developing Industrial Hygiene Laboratory to a manageable level.

6. Introduction of Safety Audit through internal auditors of respective factories carrying on

hazardous processes.
