The
Directorate of Employment is the apex of the organisation in the state . It is
basically a regulatory body which ensures effectiveness of work and take appropriate
action to bring about necessary improvements in Employment organisation . The
works include collection , compilation , analysis and interpretation of statistics
and employment market data & also carries out works and inspections of establishments
under the different provisions of the Compulsory Notifications of the Vacancies
Act , 1959. Broadly
the main primary routine activities are Registration , Submission , Placement
, Vocational Guidance , Collection and Compilation of Employment Market Informations
, Verification of Records of Establishments under the provisions of the CNV Act
1959 . As on 30.06.2000 the statistical figure for the year 2000 is as follows
: Registration : 87,032
Vacancy notified : 1267 Submission
: 20,947 Placement : 970 & Live Register : 9,93,965 Lack
of job opportunities for employment in Govt. and the organised sector is key concern
of the State . Avenues in self employment is the only alternative to this problem
. Hence stress is being given for self employment through our Vocational Guidance
Programmes in form of Career Conferences , Career Talks organised in the schools
and colleges of the districts. After
promulgation of the Hon'ble Supreme Court Judgement in a case filed by K.B.N.
Viswashwara Rao & Others versus The Excise Suprintendent , Malkapatanam ,
Krishna District , Andhra Pradesh in the year 1966 , the activities of the Employment
Exchanges in the State have become almost obsolete . This landmark judgement of
the Hon'ble Supreme Court gives stress on wide publicity of vacancies through
different media like Television , Print media , publishing the vacancies , besides
notifying the vacancies under the provisions of Employment Exchanges (Compulsory
Notification of Vacancies ) Act , 1959 . Therefore , a non-registrant in the Employment
Exchange can also apply for any job in persuance of the publicity made through
different media. Therefore , it has now become necessary to diversify the activities
of the Employment Exchanges and converting it to promotional activities by way
of Vocational Guidance , counselling on different avenues on job opportunities
, self-employment by way of organising career conferences , career talks , individual
guidance etc. Today
the only openeing , where a large number of job seekers can find placement is
the Defence Services. Our Hon'ble Chief Minister has taken up this issue at the
Govt. of India level to recruit at least 5000 persons in Defence Services in a
year against around 1500 vacancies earmarked for the state . Accordingly the matter
was taken up with Secretary Defence ,Government of India .A meeting was held between
Addl. Chief Secretary , Orissa and Comde. S.K.Dutta , Deputy Director General
(Recruitment) on 11.07.2000 to find out possibility of increasing the quota of
intake of boys from Orissa into Defence Services . It has been suggested to organise
a State Level Seminar to bring an awareness among the students by inviting Principals
and Headmasters of Colleges , Schools , Technical Institutions and in the Process
they would motivate the students. Or this preliminary ground work has been completed
. There are also possibility of more
intake of Orissa boys in Indian Navy . Recruitment to Indian Navy in different
cadres like Matriculate Entry Recruits (MER) , DE(DH) Direct Entry (Diploma Holders
), A.A (Artifisher Apprentice) and NMER (Non Matriculate Entry Recruits ) are
conducted twice in a year by I.N.S. Chilika which is one of the Recruiting Centres
of the country . Unlike Army recruitment , Naval recruitment is done on the basis
of a national merit list . There is no quota of vacancy earmarked for any state
. The tests include written examination followed by medical and physical examinations
. The recruitment position of Orissa in the national level varies from 4th
to 6th position as revealed from the recruitment figures of the preceding
five years . There is also every possibility of better intake of Oriya boys in
case some pre-recruitment coaching are given to the participants to cross the
physical tests. Therefore it is necessary to impart some basic physical tests
to the participants in each district headquarters / Sub-divisional headquarters
before they appear in the examination . The matter has been referred of the School
and Mass Education Deptt. and Higher Education Department of the state to utilise
the services of the
Physical Education Teachers of the schools and colleges for the participants to
impart physical training . Recruitment
Rallies for Army were organised at Bhubaneswar , Sambalpur and Berhampur during
April and July , 2000. 628 no. of vacancies were earmarked for the state for the
rally conducted during that period . Out of this total despatch has been made
in respect of Branch Recruiting Office , Cuttack (Bhubaneswar Camp) taking 265
number of personnel and results from Sambalpur and Gopalpur are still awaited
. Attempts have been made to conduct Recruitment Rallies at tribal district headquarters
viz. Phulbani , Mayurbhanja, Sundargarh , Koraput , Keonjhar , Kalahandi for securing
better representation of Tribal youth during coming Rallies to be held in November
/ December , 2000. For successful organisation of Recruitment Rallies all logistic
support is given by the State Government by way of providing accomodation to the
recruiting team , who are visiting the state for a period of around 10 to 12 days
in each phase , transport facilities for those officers , drinking water supply
, medical coverage , ground facilities , law and order arrangements and the like.
Also pre- recruiting coaching programme to medically and physically selected candidates
are given for the written examination. For
having better representation of Oriya girls in joining as Officer in Indian Defence
Services , special coaching programmes are being conducted to face Service Selection
Board Examination conducted by UPSC. Government have identified two professional
institutes namely M/S Kalinga Academy at Bhubaneswar and M/S G.Z. Institutes at
Rourkela to take up these coaching programmes. During August, 2000 one such programme
has been organised in M/S Kalinga Acedemy , Bhubaneswar taking 25 girls. These
institutes are professionally qualified having all required infrastructures. Around
12 girls have been selected as officers in Indian Defence Services through these
courses . From the last course alone one Miss Manisha Pati and Priya Mohanty have
been selected. "Meet the Talents"-200"
was organised in the Auditorium of Soochna Bhawan , Bhubaneswar on 08.08.2000.
Successful candidates of the All India Civil Services , IIT. Defence Services
Examination and those who excelled in Sports and Games in the National and International
|
