After the super cyclone in 1999, a survey was
taken up by Bhubaneswar Municipal Corporation to identify and assist slum
dwellers in Bhubaneswar for providing relief. As per the survey 190 slums
were identified, out of which 59 slums are found on own land / land
provided by Govt. under resettlement process and 131 slums are situated upon
encroached land of about 300 Acre. The total slum population includes 38142
households having 1, 90,865 population.
Basic services for the slum dwellers are
being provided by Bhubaneswar Municipal Corporation by implementation of
various developmental and social security schemes of Govt. of India and
State Govt. Which are summarized below.
National Slum Development Programme (NSDP)
Under the NSDP Drains, Roads, Street lighting, Community Latrines,
Community Baths, Community Centres are constructed. Since implementation
of the scheme by Govt. of India in 1996-97, 36.76 Km. Roads, 5.78Km.
Drains, 42 Tube wells, 10 stand posts, one primary education centre,
once culvert and five community centres in different slums have been
constructed. |

Valmiki Ambedkar Awas
Yojana (VAMBAY)
VAMBAY programme introduced in the year 2001. Under this programme 250
beneficiaries have been identified of which 110 dwelling units are
nearing completion. The remaining are under various stages of
construction. The unit cost of each dwelling house is Rs 40,000 out of
which Rs 20,000 loan by BMC and balance Rs 20,000 as subsidy by Govt.
of India.

Under the previous NRY (scheme for
Housing & Shelter up gradation) 271 numbers dwelling units have
been up graded in Bharatpur Slum area. The shelter up gradation
cost was between Rs 4000 – Rs 11000. |

Under the LIGH scheme 425 slum houses have been
constructed with a cost of Rs 14,500 to Rs 19,500 per unit in BMC
area. |

Swarna Jayanti Sahari Rojgar Yojana (SJSRY)
SJSRY programme with its six components are in full swing to improve the
quality of urban poor living in slums. Under the USEP total 346 numbers
of beneficiaries were provided loan & subsidy for income generation
activities.

Training
167 numbers of beneficiaries have been trained in
Computer, Tailoring and Coir Product etc for self employment.

|
SHG Formation
11 numbers of Thrift and Credit Society (Self Help Group) having women
members assisted with revolving fund. They are engaged in income
generation activities i.e. household articles, food items, etc.
One group
formed under DWACUA programme and engaged in Mixture production. |

Training
SJSRY
2650 have been trained / made aware on health, sanitation, child care,
leprosy, AIDS, different social welfare scheme etc.

Under the UWEP activities Roads, Drains, Culverts, Community Centers,
Community Latrines have been constructed in most slum areas.

Under
ICDS programme 123 numbers of Anganwadi are functioning and Under the
SJSRY 7numbers of Balwadis are functioning. In these Balwadis 289
children within the age group of 3-6 years are studying.

Tube well
165 tube wells and 120 street stand posts have been constructed to
provide water to slum dwellers under SJSRY, UBSP and BMC funds.

Balika Samrudhi
Yojana (BSY)
517 families have been financial assisted under the scheme at the rate
of Rs 500/-. |

|
OAP/ODP
5143 numbers are being provided with Old Age / Widow Pension. 338
numbers beneficiaries assisted under the Orissa Disability Pension. The
beneficiaries are getting pension on 15th of every month @ Rs
100 each. |

Health Facilities
Primary health centres are functioning in most slums providing health
care to slum dwellers. Health camps are organized in slums through out
year. Also, first Aid training is imparted for slum dwellers.

BPL / Antodaya Arna
Yojana
22,413 family have been covered under BPL programme. 4035 number family
have been covered under AAY & Expanded AAY. Who have been provided with
35Kg Rice per month @ Rs 3.00 per Kg.

Arnapurna Yojana
744 families are provided with 10Kg rice per month free of cost under
Arnapurna Yojana. |
