Parliamentary Affairs Department came
into being in 1990 after being separated from G.A.
Department. Setting up of an independent Department for
handling Parliamentary Affairs was a long felt need, and the
successive All India Conferences of the Whips had been
recommending from time to time for setting up of an
independent Department of Parliamentary Affairs in each
State in the pattern of the Department of Parliamentary
Affairs at the Centre.
Previously, Legislative matters and matters relating to the
Cabinet were being dealt with in one of the Branches of the
General Administration Department. It was under the charge
of one Joint Secretary assisted by one Under Secretary and
they held this charge in addition to the other branches in
the Department. Apparently it had not been possible on their
part to devote full time and attention to the legislative
matters and Cabinet matters. The result was that, decisions
of the Cabinet as well as business in the Assembly could not
be properly monitored and due co-ordination could not be
possible with other Departments of Government. Accordingly
Government created an Independent Department of
Parliamentary Affairs vide G.A. Department Resolution
No.5351(E)Gen dated 13.3.1990.
