State Institute For Rural Development
•Established by GOI in 1964 for conducting training & research in Tribal & Community Devt.
•In 1967 it was named as Tribal Orientation & Study Centre (TO&SC) & Govt. of Orissa took over its charge.
•In 1984 it is finally known as State Institute for Rural Development (SIRD).

    The State Institute for Rural Development (SIRD), Bhubaneswar is the premier training Institute under the aegis of Panchayati Raj Department, Government of Orissa. This Institutes works as think tank of the State with regards to plans and programmes of Panchayati Raj, Rural Development and various welfare programmes. It also develops necessary training curriculum for the participants and develops training modules for various training programmes undertaken in SIRD and 3 ETCs (Bhubaneswar, Bhawanipatna and Keonjhar) of the State. Apart from these functions it conducts and assist in organising Off Campus programmes. It has also undertaken various research programmes like Action Research Project work in the district of Ganjam in collaboration with NIRD, Hyderabad. The findings of the Research, Case studies and training undertaken by SIRD is furnished to Panchayati Raj Department as feedback to strengthen the execution of various plans and programmes. It also develop background materials for skill upgradation of the developmental functionaries working in the areas of Rural Development. Further, SIRD takes up peripatetiatic training programme of elected representatives of PRIs in various district Headquarters of the State. In addition to above, SIRD has provided its consultancy services to ISRO, Ahmedabad and ORSAC, Bhubaneswar in executing the TDCC Net-work (GRAMSAT) in the State. Similarly, it has given its expertise to UNICEF, VHAI, CARE and also Panchayati Raj & other line Departments namely Watershed Mission, Mission Shakti etc. Govt. of Orissa in introducing new poverty alleviation programmes in the shape of capacity building of the functionaries of the State.

         The training efforts of the institute are intended to create knowledge-based development of skills and understanding of the various dimensions of RD. This Institute works as think tank of the State with regards to plans and programmes of Panchayati Raj, R D and various welfare programmes. It also develops necessary training curriculum for the participants and develops training modules for various training programmes undertaken in SIRD and 3 ETCs. Apart from these functions it in collaboration with NIRD conducts and assist in organizing Off-campus programmes. It also undertakes various research / evaluation / case studies on Panchayati Raj & Rural Development administration. It also develops background materials for skill upgradation of the developmental functionaries including NGOs working in the areas of Rural Development. The Annual Report of Panchayati Raj Department and also the newsletter named "Panchayat Samachar" are compiled and prepared by SIRD. In addition to the above, SIRD undertakes Interactive Training Programme through GRAMSAT in the State for the PR Department. Similarly, it has given its expertise services to UNICEF, DFID, CARE, UNDP, VHAI, OSDMA, Watershed Mission, Mission Shakti etc. for capacity building programme of their functionaries.
