Sub: - Appointment of Village Agriculture
Workers and Village Level Workers
as Executive Officers of Gram Panchayats.

Sir/Madam,
I am directed to say that decision of Government has
been communicated to you to appoint Village Agriculture
Workers and Village Level Workers as Executive Officers
of Gram Panchayats vide this Department letter No.6886
dated 4.7.2003. Subsequently procedure for appointments
of VAWs and VLWs as Executive Officers was communicated
vide this Department letter No.14648 dt. 14.8.2003.
In order to make the process of deployment of VAWs and
VLWs to Gram Panchayats smooth , the following instructions
are communicated with the concurrence of Agriculture
Department vide their UOR No.1845/ Secy.Agrl. dt.23.8.2003.
(i) A Committee will be constituted under the Chairmanship
of Collector with Deputy Director of Agriculture, Project
Director, DRDAs, District Panchayat Officer and Officer-in-Charge
of establishment of VLWs in the Collectorate as Members
of the Committee. The District Panchayati Officer will
be the Member-Convenor of the Committee. District Agriculture
Officer may also be co-opted as Member.
(ii) The Committee will prepare list of VAWs and VLWs
for posting them as Executive Officers of the Gram Panchayats.
On the basis of recommendation of the Committee the
Collector will communicate orders to Block Development
Officers indicating deployment of VLWs and VAWs to Blocks
for appointment as Executive Officers of Grama Panchayats.
(iii) On receipt of the above mentioned order from the
District Office, Block Development Officer shall issue
posting order of VAWs and VLWs as Executive Officers.
(iv) VLWs may be posted as Executive Officers where
posts of Secretaries are vacant. In addition to their
duties as Executive Officers, they will also function
as Secretaries of the Gram Panchayats.
(v) Surplus Village Level Workers available after their
posting in Gram Panchayats indicated at paragraph (iv),
Village Agriculture Workers will be posted as Executive
Officers in Gram Panchayats where regular Secretaries
are in position. Village Agriculture Officer should
not be posted to a Gram Panchayat where post of Secretary
lies vacant
(vi) Village Level Workers and Village Agriculture
Workers working in a Block will be appointed as Executive
Officer of Gram Panchayats situated within the same
Block. In case, sufficient number of Village Level Workers
and Village Agriculture Workers are not available in
the same Block, Village Level Workers/Village Agriculture
Workers of neighbouring Blocks may be redeployed and
posted as Executive Officers
(vii) Lady Village Agriculture Worker will be appointed
as Executive Officer of Gram Panchayat where Sarpanch
is a woman. Care will be taken to post LVAWs in Gram
Panchayats of the Block, where they presently work.
(viii) The job chart of Executive Officer has been communicated
vide this Department letter No. Ill 88 dt. 12.6.2003
Job chart of Village Agriculture Workers communicated
by Agriculture Department holds good in respect of V.A.Ws
appointed as Executive Officers.
VAWs appointed as Executive Officers of Gram Panchayats
will perform their duties assigned to them by Agriculture
Department in addition to their duties as Executive
Officer of Grama Panchayats.
(ix) The VLWs and VAWs on their joining as Executive
Officer of Gram Panchayats will get their salary from
their respective Drawing Officers of Agriculture department
on the basis of absentee statement to be furnished by
the Sarpanch.
(x) After VAWs and VLWs are appointed as Executive Officers;
a training programme will be organised for three days
in the office of DRDAs. VLWs and VAWs will be given
training regarding maintenance of Gram Panchayat records,
maintenance of cash book, audit of accounts, execution
of centrally sponsored schemes and State Government
schemes, maintenance of assets of Gram Panchayats and
generation of internal revenue of Gram Panchayats. VLWs
and VAWs will also be given separate training in the
office of DRDA regarding Kharif and Rabi programme and
preparation of credit plan.
Executive Officers have to play
very constructive role for implementation of subjects
entrusted to Gram Panchayat. Government hope, they will
prove successful in discharging their duties as Executive
Officers of Gram Panchayat.
