The
Revenue & Disaster Management department is one of the
vital departments, which has direct contact with the public in
all activities. The department is headed by the
Commissioner-cum-Secretary who is in overall charge of the
revenue administration, relief and rehabilitation of the
victims of the natural calamities. It is the only department
who extends its hand to the people first, at the time of
Natural Calamities. |

Revenue and Disaster Management Department is the custodian of
all lands and is concerned with all land related works, such

revenue, recovery of land arrears and other loans of various
departments by certificate cases. |

Preparation of crop reports and maintenance
of revenue accounts. |

Declaration of ceiling surplus land and
distribution of the same among the landless poor. |

Identification of those affected by flood and
fire and other natural calamities and providing them relief
and rehabilitation by providing them gratuitous relief

Revenue & Disaster Management Department
is mainly a three tier system, with the Revenue Department at
the hub, and the Board of Revenue being the main player in
controlling almost all the matter relating to collection of
revenue and disposal of revenue cases. The Board of Revenue is
headed by the Member, Board of Revenue. There are three,
Revenue Divisional Commissioners for Northern, Southern and
Central Division and are placed at Sambalpur, Berhampur, and
Cuttack respectively.
The head of the revenue administration in the
district is the Collector (District Magistrate) and is the
main officer in charge of land related matters and maintenance
of law and order problem. Besides, he undertakes all the
developmental activities and implementation of various schemes
with the help of concerned departments. Maintenance of Law
& Order is another important aspect of district
administration and the Collector also being the District
Magistrate is responsible for proper maintenance of the same.
The Additional District Magistrate's, Sub Divisional
Magistrate's and Executive Magistrate's aid the District
Magistrate. The Tehsildar of the Tehsils also function as
Executive Magistrates and are responsible for maintenance of
Law & Order in their respective Tehsils. The District
Magistrate and other magistrates take the necessary assistance
from the police department for any necessity.
As regards other revenue department officers
of the state, they assist the Principal Secretary in framing
and formulation of policies relating to Revenue administration
and land management. The officials of revenue department of
the districts are responsible for maintaining law and order,
collection of land revenue and other related matters, issue of
various certificates to the public; they are responsible for
all election related works including conduct of general
election to the Assembly and Parliament, Municipal election
and Panchayat election. The most vital being to efficiently,
tackle all the natural calamities. Further Revenue Department
officials have direct contact with the general public and
their main job is also to redress their grievances. Besides,
the Revenue Department officials does the miscellaneous
works as assigned to them from time to time.
The
Tahsildar is in charge of the tehsil for revenue work
including revenue court work, to collect revenue punctually,
to point out promptly to the Collector any failure of crops or
seasonal calamity which renders suspension or remission
necessary and to carry out within his own sphere other duties
connected with land revenue administration. He is a touring
officer and his tours afford him ample opportunities to deal,
on the spot with revenue cases and other matters connected
with lapses of land revenue assignments,
etc.
