Land is the most valuable natural
resource and provides means of sustenance to majority of people.
In the present scenario, Govt. is the custodian of record-of-rights
and have taken up massive task of Strengthening Land Revenue
Administration in the State which hopefully emerge as the second
generation of Land Reforms. Issue of Land Pass Book to all the
land-holding families of the State is a step towards that direction.
Government in Revenue Department vide Resolution No.39723/R.,
dated 29.9.2005 have decided to provide Land Pass Book to all
the land-holding families of the State. In the first phase,
the programme has been implemented on pilot basis in selected
33 Tehsils of the State w.e.f. 26 th January 2006. A comprehensive
set of Rules, namely "The Land Pass Book Rules, 2006"
has also been published in the extraordinary issue of Orissa
Gazette on 16.1.2006. Now Govt. have been pleased to decide
to rollout the programme to rest 138 Tehsils where the distribution
of Land Pass Book shall commence from 1st April 2006.

2. |
How to develop the unique No. of Revenue Villages
of a Tehsil. |
|
(a) |
The Unique number shall be in three digits for each revenue
village. All the Tehsils have less then 1000 villages except
Baripada Tehsil of Mayurbhanj district. Govt. has allowed four
digits for Baripada Tehsil. |
|
(b)
|
All
the villages of the Tehsil are to be arranged in alphabetical
order in English and each village is to be assigned a serial
number starting from 001.
Example:
In a Tehsil having 374 villages, the unique number shall start
from 001 and end with 374. |
|
(c) |
After developing the unique number of the villages, arrange the
name of the police stations inside a Tehsil alphabetically in
English and assign a code number.
Example: There are three Police Stations in Rayagada Tehsil. They
are arranged alphabetically and provided with a code number as
under.

developing the code number of Police Stations, place it below
the list of villages assigned with unique code number as a foot

(d) |
It
may be possible that there may exist inside a Tehsil more than
one Revenue Villages having similar name.
Example : In Malkangiri Tehsil two different revenue villages
exist under the name Bijapadar, Boilapari, Daniguda, Durmaguda,
Kamalpadar, Markapali and three villages with the name Challanguda,
Jamuguda, Kenduguda etc.
The procedure for development of unique number of such type
of similarly named villages are to be done as detailed below.
First develop the unique number serially from 001 to upwards.
Develop the code number of the Police Stations inside the Tehsil
area. Ascertain the Thana Number of the village from the finally
published settlement map / records. The unique number of such
villages shall be: the unique number developed serially from
001 onwards (code number of the Police Station – Thana
number of the village as ascertained from settlement records).
Example: There are three villages under the name Kenduguda in
Malkangiri Tehsil. Two villages belong to Malkangiri Police
Station (Code No.1) and one under Mathili Police Station (Code
No.2). The Unique Number of the villages are developed as under.
Formula : Unique Number Serially developed (Code Number of the
Police Station – Thana number of the village as per settlement
records).

3. |
Procedure for deriving serial number of the application form (Form
No.1): |
|
|
The
serial number of the application form is to be reflected at left
hand corner of the 1st page of the prescribed application form
(Form No.1) and at 2nd page of the Land Pass Book (Form No.2).
This number has to be made dynamic and each number should be different
for each applicant. The serial number shall be the unique number
of the village / serial number of application received by R.I.
and date of such receipt.

The serial number
of the application form shall be 056/10 dt. 1.04.2006. This number
shall also be utilized as the misc.-case number for issue of Land
Pass Book. |

|
Procedure
for deriving the Sl. No. of Land Pass Book. |
|
|
Each
Land Pass Book at Page – 1 in Form No. 2 provides a serial
Number of the book. This number is same for all the books issued/
to be issued in respect of a revenue village. The number shall
consist of eight digits (code number of the district + code
number of the Tehsil + unique number of the village).
Example : The book number of Land Pass Book issued for Mouza
Buxibazar of Cuttack Sadar Tehsil in Cuttack district is 07
054 055. (07 = code number of Cuttack district, 054 = code number
of Cuttack Sadar Tehsil and 055 = unique number of Mouza Buxibazar.)

5. |
ISSUE
OF NOT ICE & OTHER PRELIMINARY WORKS |
|
(i) |
The Tehsildar of the area shall publish a Notice
(i) in the Tehsil Notice Board,
(ii) R.I. Office,
(iii) Grampanchayat Office and
(iv) in the Village inviting applications from the land-holding
families of the Village to be submitted in the prescribed proforma
to the local Revenue Inspector. |
|
(ii) |
Soon after receipt of the application, the local R.I. will enter
it in the Land Pass Book Register of the village in the proforma
up to Column No.4 and take signature of the applicant in Col.No.5.
He will, then put the Sl. No. at the left top corner of the
application form (Form 1) as described above.(LBP register of
the village) |

(iii) |
The R.I. will verify the land particulars reflected in the application
form with reference to the ROR maintained in his office. |
|
(iv) |
If the contents are found to be factual and correct, the R.I.
will than conduct local inquiry in the concerned Village intimating,
well in advance, the date and time of such inquiry to the applicant(s),&
the villagers.
|
|
(v) |
The Memorandum of local inquiry shall be recorded at the space
meant for recording the Enquiry Report of the R.I. in the Application
Form. |
|
6. |
MEMORANDUM
OF INQUIRY |
|
a. |
The R.I. shall first ascertain whether the particulars of the
family members including the Head of the family as mentioned
in the application form are correct. |
|
b.
|
The
annual income of each of the family members should be computed
taking into account their income from both agriculture and non-agriculture
source. The annual income of the family shall be the sum total
of all the members of the family. |
|
c. |
The caste, sub-caste and religion should be carefully inquired.
It should also be inquired if the family belongs to ST/SC or
SEBC. |
|
d. |
The Nativity status of the family is to be carefully inquired and
recorded. |
|
e.
|
The
age, date of birth and birthplace of the members shall be recorded
with reference to the School Leaving Certificate/ High School
Pass Certificate/Photo Identity Card, etc. In absence of any
of the above, it should be ascertained through local inquiry. |
|
f.
|
The
Educational Qualification of the member should be verified with
reference to the authenticated certificates. |
|
g.
|
The
usages of the house shall be carefully inquired and recorded. |
|
h. |
After the Memorandum of Enquiry is recorded & signed by
the R.I. the application form shall be endorsed to the Tahasildar.
|
|
7. |
MISC. CASE FOR LAND PASS BOOK |
|
(i) |
The
application form so received by the Tehsildar from the R.I.
shall be treated as a Misc.-Case for issue of LPB and the number
and date entered as serial number in the application form shall
be the number of the Misc.-Case.
|
|
(ii) |
Then
the Tehsildar will verify the Inquiry report and pass necessary
orders for issue of the Land Pass Book. |
|
(iii) |
The
R.I. will fill up the columns of the LPB as per the Memorandum
of Inquiry as approved by the Tahasildar. |
|
8
. |
HOW
TO FILL UP THE LAND PASS BOOK |
|
(i) |
The applicant shall submit two photographs; one is to be pasted
on the application form and another on the LPB in the space
provided for the purpose. The Tehsil seal has to be affixed
on the photograph in such a manner that half of the seal shall
be on the photograph and rest on the paper. |
|
(ii)
|
The
Sl. No. of the LPB shall be entered as described earlier(Form
No.1). |
|
(iii) |
The Sl. No. of the application shall be entered as discussed
earlier |
|
(iv) |
The Unique No. of the District and Tahasil shall be supplied
by the Government. |
|
(v)
|
The
annual income reflected in Sl. No.8 of page-3 shall be the total
annual income of all the family members taken together from
different source. |
|
(vi) |
In Sl.No.9 of page 3 and in Col.No.7 of page-5, appropriate
caste should be recorded. If the family belongs to ST/SC/SEBC,
the same should be recorded in bracket in the Column for the
Caste. |
|
(vii) |
The Sl.No.12 of page-3 shall be recorded basing upon the authenticated
BPL list supplied by the PD, DRDA/ Executive Officer, Municipality/B.D.O.
of the concerned area.There shall be no local enquiry to identify
the BPL family. |

After
preparation of the LPB, each entry shall be authenicatedby the
Tehsildar. The Revenue Inspector and the Tehsildar will put
their signatures and seal at the bottom of page-3 of the LPB
. |
| |
After the LPB is prepared in all respects, the same shall be
issued to the applicant with proper signature at Col.No.7 of
the Register of Land Pass Book. |
| |
The
LPB shall be issued free of cost to the BPL families. Rs.20/-
(Rupees twenty only) shall be charged to APL families. |
|
|
The R.I. will issue the rent receipt in token of receipt of
Rs.20/- for issue of LPB to the non-BPL families. The amount
shall be credited in the Miscellaneous Revenue Head. |
