| (a) To encourage
primarily, applied research on Science and Technology of direct
relevance to the achievement of the Country's economic
goals. |
| (b) To encourage
technologies which will result in efficient use of the non-renewable
sources of energy; development of their substitutes and promotion of
renewable energy technologies. |
| (c) Promotion of Projects
aimed at : 1) rural and urban settlement improvement |
| 2) Scientific and
effective land and water management |
| 3) Preservation of flora
and fauna |
| 4) population
control |
| 5) environmental
awareness promotion and education |
| 6) fertility control, and
preventive health care |
| 7) food
preservation |
| 2. Sanction Procedure :
------------------ (i) On receipt of an application duly filled in
the proscribed from "A", the Science & Technology Department
will scrutinise it, especially for its application value and
bonafides of the applicant. (ii) Thereafter, one copy will be
scrutinised by experts on the subject with regard to the following
aspects (a) Whether the proposed work is a duplication of work
already done. (b) its application value (c) the methodology and
approach (d) costing and need for equipment beyond what is available
in the institution. Contd..... |

| (iii) (a) In respect of
the applications found eligible for assistance,the Secretary of the
Council may decide either to forward them to the Department of
Science and Technology, Department of Environment, Government of
India, different Research Institutes, Trusts and Industries which
grant awards for such research schemes or consider for sanction of
funds for the project by the Council itself. |
| (b) In the event of a
Project being selected for funding by the Council, the orders of the
Chairman shall be final as regards the total quantum of financial
assistance, the phasing of release of grants, and the terms of
assistance. |
| (iv) At every meeting of
the State Council on Science and Technology a list of Projects
sanctioned and the amounts sanctioned will be put up for
ratification. |
| 3. E l i g i b i l i t y
: --------------------- (i) Only Indian citizens resident in Orissa
are eligible |
| (ii) Normally the upper
age limit for award of grants would be 55 years. This is relaxable
in special cases as per the discretion of the Secretary, State
Council on Science and Technology. |
| 4. General Instructions :
-------------------- (i) Grants will generally be sanctioned for
projects to be completed in two years time. With sufficient
justifications this period may be extended by the Secretary, SCST
for a further one year period. |
| (ii) No applicants shall
undertake any other remunerative research work during this period.
In case a research applicant wishes to discontinue his research work
before completion, he should intimate this with sufficient
justifications to the Secretary to the Council through proper
channel and take his prior permission at least two months in
advance. He should also assist the Council in getting of another
researcher of merit to work on his project before he leaves. The
out-going applicant should submit a detailed note of his experience
and work progress to the Council and to his successor so that the
work done already may not go waste. |
| (iii) The Secretary,
State Council on Science and Technology may terminate any research
work if the progress is found to be unsatisfactory. (iv) An
applicant shall submit an undertaking in the prescribed form "B"
with his application. This will make the applicant liable to refund
any amount taken by him for the purpose of research, if the
conditions laid down in the form are not satisfied. |

| Grant would be sanctioned
in half-yearly instalments to the applicant through the Head of the
Department/Institution under whom the applicant is
working. |
| (vi) A certificate of
utilisation in the prescribed form"C" in respect of grant sanctioned
by the Council is to be submitted at the end of every six months and
next instalment will not be released unless the utilisation
certificate in respect of the previous instalment is received. The
final utilisation certificate is to be submitted in the prescribed
from "B". |
| (vii) Every six months, a
brief report on the progress made is to be furnished for information
of the Secretary, State Council on Science &
Technology. |
| (viii) Within one month
of completion of the Scheme, a detailed report on the items
mentioned in Form-'D' is to be submitted through the head of the
Department/Institution concerned. |
| (ix) The manner of
utilisation of funds sanctioned and the final statement of accounts
submitted are subject to audit by Government auditors at any time
during the continuance of the project. The receipt of the grant is
bound to pay to the Council the recoveries recommended in the audit
report. |
| (x) All equipment and
stores purchased out of the grant will have to be entered into a
stock register to be maintained by the Institution and a certified
copy of the same should form a part of the final report |
| (xi) All equipment and
stores purchased from the grant shall remain with the Institutions
concerned and shall be utilised for the purpose of
research. |

(xii) The
Secretary of the State Council reserves the right to transfer any
equipment and stores purchased from the grants, to any other
department or institution in the State |
|
(xiii) The
results of the research may be published by the applicant duly
acknowledging the monetary help received from the Council. If an
applicant proposes to make commercial use of the results, design,
invention etc., based on the work financed by the Council, he may do
so provided five percent of the profit is deposited every year in
the State Council funds.
