SCHEME OF BIJU PATNAIK SPORTS AWARD

Government in Sports & Youth Services Department has instituted this award since 2001-2002. This is to highest honour of Government of Orissa conferred on distinguished Sports Persons/ Sports Journalists of the State in recognition and appreciation of the  outstanding performance and contribution made by such persons for promotion of sports & games. Instituted in the name of Legendary Statesman and eminent Sports Person Late Biju Patnaik this annual award is conferred in 4 categories (Sportsman of the Current year, Life Time Achievement, Outstanding Coach, Outstanding Sports Journalist). The Award includes a Statuette, a Scroll of honour and Blazer with Tie along with Cash Award of Rs. 1.5 lakhs for Life Time Award, Rs. 1.00 lakh for Current Sportsman, Rs. 50,000/- for Outstanding Coach and Rs. 30,000/- for Outstanding Sports Journalist.

  Sub:   BIJU PATTANAIK AWARD FOR OUTSTANDING PERFORMANCE   IN PROMOTION OF      SPORTS & GAMES.

INTRODUCTION

            An epitome of youth power, Biju Pattanaik, the former Chief Minister of Orissa was an outstanding sports person and great lover of Sports & Games.  During his life time he had sincerely endeavoured for the upliftment of the standard of sports & games and enhanced sports consciousness in the State.  His endeavour bore fruit in the establishment of various sports infrastructures throughout the State and was instrumental in inspiring the youth to excel in sports and giving them a rightful place of honour in the society.  Thus to commemorate the landmark contribution of Biju Pattanaik towards development of sports & games in the State and to instill his legendary sportsmanship spirit among the youth “Biju Pattanaik Award for Outstanding performance in promotion of sports & games” in right choice to be instituted for the beginning of the millennium.

Biju Patnaik Sports Award confers the highest honour of the Government of Orissa on distinguished sports persons/sports journalists and conveys the revered recognition and appreciation of the State for the outstanding performance of sports persons of the State in promotion of Sports & Games. 

2. SHORT TITLE & COMMENCEMENT

(i)                 These Rules may be called “Rules for the Biju Pattanaik Award for outstanding performance in promotion of Sports & Games.

(ii)               They shall come into force with effect from the date of issue of this Resolution.

3. DEFINATION

                  In these Rules unless the context otherwise requires

(a)    Year means, 1^st January to 31^st December of the year.

(b)   Coach means a person who has obtained Diploma in Coaching from any of the Centre of N.S.N.I.S & have been employed as a Coach in State Government, Sports & Youth Services Department, SAI, OCS or any other Corporate/Private Sectors/Organisations/Clubs with regular sports activities or pursuing active coaching in individual capacity.

(c)          Accredited sports journalist means.

(i)       Sports Reporter/Journalist (Mobile/desk) of a major daily news paper/Magazine.

(ii)               Free Lance Reporter of Print Media/Electronic Media operating inside the State of Orissa

(iii)             Photo Journalist.

(d)       Government means, the Government of Orissa, Sports & Youth Services   Department.

(e)        Evaluation Committee means; a Committee set up by the Government every         year to scrutinize the entries and to recommend the names of awardees to Government.

(f)           Event means; National/International Sports Events as specified below;

(i)                 National Games/Inter State Tournaments/All India Inter University Competitions/All India School Meets conducted by concerned recognized National Federation.

(ii)           Olympic Games, World Championship, World Cup (Senior & Junior),Common-Wealth Games, Asian Games, Afro-Asian Games, SAF Games, Asian Championship (Sr. & Jr.), World University Games, World School Games, All England Badminton Championship, Grant Prix Tennis Tournaments & other similar events conducted by concerned recognized International Federations.

(g)       Sports discipline means; the sports disciplines recognized by International         Olympic Council (IOC), Indian Olympic Association (IOA), Government of India(G.O.I), Sports Authority of India (SAI), Government of Orissa (G.O.O)    

4. OBJECTIVES OF THE AWARD

(i)                 To encourage development of Sports & games in the Stat.

(ii)               To honour the sports persons to enhance their general status in society and also to give them greater dignity and a place of honour in society.

(iii)             To inspire and motivate the budding talents to excel in promotion of sports & games.

(iv)             To provide encouragement to the Coaches who play the most important role in moulding and building the career of a sports person in his/her pursuit for excellence in the field of sports & games.

(v)               To provide encouragement to one of the most active and creative faculty of human endeavour i.e. “Sports Journalism”

5.                             DESCRIPTION OF THE AWARD

(i)                 There shall be four Awards to be presented every year, which are as follows;

(a)    Biju Patnaik Award for Life Time Achievement in promotion of Sports & Games

(b)   Biju Patnaik Award for Outstanding Performance in Sports & Games for the year during which the Award is presented

(c)    Biju Patnaik Outstanding Coach Award

(d)   Biju Patnaik Outstanding Sports Journalist Award

(ii)             Awards :  The Awards under Rule 5-(i)-(a), (b), (c), and (d)  shall carry Cash Award of Rs. 1,50,000/- (Rupees one lakh fifty thousand)only, Rs. 1,00,000/- (Rupees one lakh)only, Rs. 50,000/- (Rupees fifty-thousand)only respectively.

Besides, for all these four awards, a statuette made of Silver, a scroll of Honour and a Blazer with tie shall be given

6.                                 ELIGIBILITY

(a)    To be eligible for the Award under Rule 5 (i) (a), a sports person should have not only good performances consistently for the previous years at the State/National/International level with excellence for the year for which the award is presented but also should have shown qualities of leadership sportsmanship and sense of discipline.

(b)   To be eligible for the award under Rule 5 (i)-(b) a sports person must have represented Orissa with excellent performance in any of the recognized games for last three years

(c)    The eligibility criteria for the Award under Rule – 5(i) (c) shall be as follows;

(i)                 He/She should have devoted his/her career for imparting coaching to sports person in any of the major sports disciplines.

(ii)               He/she should have produced sports persons who must have achieved excellence in National/International sports events in any of the recognized sports disciplines.

(iii)             He/she should possess the quality of an ideal leader must have maintained exemplary discipline, flawless conduct and cordial relationship with trainees during his/her career.

(iv)             He/she should have maintained the career graph and profile of his/her talented trainees from the time of sporting till the period when the trainee/trainees achieves excellence in National/International events.

(v)               He/she should not have been involved in any kind of controversies and dispute.

(d)               The following criteria shall be taken into consideration for the award    under Rule 5 (i)-(d)

(i)                 Length of service/seniority in profession

(ii)               Quality of reporting of local sports events with analytical assessment with a view to popularize sports events organized inside the State

(iii)             Quality of reporting of National/International Sports events.

(iv)             Preparing profile of local sports persons with interview, which should include both prominent and upcoming sports persons.

(v)               Standard of knowledge of rules and regulations of all major games as well as other peripheral games.

(vi)             Involvement and activities with different sports organizations of the State

(vii)           Standard and degree of innovation and critical analysis

(viii)         Impartiality and fearlessness in reporting

(ix)              Honesty & integrity in the profession.

(x)                Preferably from a sports background

(xi)              Emphasis on other important areas, i.e. infrastructure development, latest sports gears, training method, sports equipment, sports injuries, rehabilitation of sports persons, employment opportunity for sports person and last but not the least the social recognition and financial stability of sports persons.

7. B.         General Criteria of eligibility

(i)                 He/she should be a permanent resident of State of Orissa

(ii)               He/She should not have been convicted of any criminal offence or punished by any Court of Law for mis-conduct or for any other similar reason.

(iii)             Canvassing for the Award in any form is prohibited.  Any body found canvassing in his/her favour shall be debarred from consideration.

(iv)             No award will be made for second time to the same person.

(v)               The award can be given posthumously.  In that event, the cash and other things will be given to the legal heirs of the honoured sports person.

(vi)             The award will be in addition to any other award of the Department or otherwise which may be available to sports persons for the same achievements.

(vii)           The person who is recommended for the award shall be deemed to have accepted these rules.

(viii)         The decision of the Government in respect of interpretation of these rules shall be final.

8.          PROPOSALS FOR THE AWARDS

(i)                 Proposals for the awards shall be invited every year, through open advertisement copy of which will be available in the office of the District Collectors, S.Ps, Nehru Yuva Kendras, Orissa Council of Sports.

(ii)               Proposals can be sent by the individual/State sports associations/State Journalist Association giving the past performances of the persons recommended in the National Contests generally and for the year of the award particularly.

(iii)             State Sports Associations/State Journalist Association are free to recommend more than one name for a particular Award.

(iv)             The proposals for the awards can be sent directly to the Director, Sports & youth Services, Orissa, Bhubaneswar. 

9.          EVALUATION COMMITTEE

(i)                 Government will set up an Evaluation Committee every year to scrutinize all the applications received from the individuals/State Sports Associations/State Journalist Association and other sources and to make its recommendation to Government for the awards under Rule 5 (i).

(ii)               The Committee shall consist of seven (7) members of independent juries including Chairman of the Committee.  One of the Jury shall be a Sports Journalist/Reporter, three outstanding ex-sports persons, two Secretary/President of State level Sports Associations.

(iii)             The Evaluation Committee shall recommend the names of the selected awardees alongwith their bio-data and achievement for each award in the following format.

10.                  PRESENTATION OF THE AWARDS

(i)                 Presentation of the awards shall be made in a special ceremony every year.

(ii)               The Awardees shall be invited to receive the awards in persons.  They shall be given T.A. and D.A. at the rate as admissible to a Grade ‘A’ Officer and the Director, Sports & Youth Services shall make arrangements for their stay.

(iii)             The Awardees shall be declared as ‘State Guest’

11.                  ANNULMENT AND CANCELLATION OF AWARD

(i)                 The Award may be cancelled incase it is found that it has been obtained by practice of fraud or mis-representation or annulled/withdrawn for valid and sufficient reasons on the ground that the awardees have not conducted himself honourably subsequent to the date of the conferment of the Award.  The decision of Government in this regard is final.

(ii)               In the event of annulment/cancellation/withdrawal of the awards a simple Notification by the Sports & Youth Services Department to that effect will be deemed proper & sufficient.  In such case the Awardees would be compelled to refund the cash and other honours given in form of the Awards

(iii)             The annulment/cancellation/withdrawal can not be disputed in any Court of Law and decision of the Government shall be final and binding.

(iv)             The Government shall have the right to restore the Award after the annulment/cancellation/withdrawal if deems fit.

12.                   AMENDMENT:

(i)                 Any amendment/modification so desired in these rules shall be made with concurrence of finance Department

13.                    This supercedes “Rules for Biju Pattanaik Award for outstanding performance  in Sports & Games” issued vide Resolution No: 2678/SYS dtd. 3-9-2001 of Sports & Games” issued vide Resolution No: 2678/SYS dt. 3-9-2001 of Sports & Youth Services Department.

14.                    These Rules have been concurred in by Finance Department  in their U.O.R. No: 927/PSF dtd. 4-3-2003.

ORDER:  Ordered that this Resolution be published in the next issue of Orissa Gazette and copies supplied to all Departments of Government/All Heads of Department/Accountant General, Orissa/All Collectors/All Superintendent of Police for information and necessary action.
