In order to fulfill the above objectives the following programmes/schemes
are being implemented by the Department of Sports & Youth Services
in a planned and systematic manner. He/she must be an academic
student.
TALENT SCOUTING AND SPORTS
HOSTEL FACILITIES:
a) Objective:
To
spot the sporting talents throughout the State, the Talent Scouting
programme is being organized every year at Gram Panchayat, Block,
District and State levels. Budding talents fulfilling the following
criteria are selected in the broad-based process with state funding
for admission in State Sports Hostels against vacancies.
b) Implementation
Strategy:
He/she must be an
academic student having been admitted in Class- Viii or below
He/she should be in the age group of 10-14 years.
He/she should possess
natural flair and sufficient initiative in the
game and should have
acquired significant proficiency therein.
c) Target and Progress:
With a view to nurture the sports talents and to provide them
effective coaching in modern scientific method State Government have
established 14 Sports Hostels at Balasore, Baripada, Berhampur,
Bhawanipatna, Bhubaneswar, Bolangir, Cuttack, Keonjhar, Koraput,
Nayagarh, Puri, Rourkela, Sambalpur & Sundergarh in 11 Sports
disciplines such as Athletics, Basketball, Football, Gymnastics,
Archery, Hockey, Kabaddi, Swimming, Volleyball, Wrestling and Weight
Lifting. The sanctioned strength of inmates of these 14 Hostels is
628.
Besides, 3 Centres of Excellence have been established at
Bhubaneswar, Berhampur and Rourkela in the disciplines of Athletics,
Weight Lifting and Hockey with a sanctioned strength of 55 inmates
below twenty year of age.
d) Achievement :
State Government provide stipend of Rs. 2,250/- per month per inmate
mainly towards nutritious balanced diet and toiletries expenses @
Rs.100/- per month per girl inmate. Besides, there is provision of
Sports uniforms, kits and sports goods, bedding materials, medicines
and conveyance expenses etc. for participation in
National/International Competitions. The inmates of the State Sports
Hostels are achieving glory and laurels regularly in many
National/International tournaments since 1985.

B: INFRASTRUCTURAL FACILITIES:
a)
Objectives:
Keeping in view of the vital role of sports infrastructures for
development of Sports & Games. Utility stadia at 23 district
headquarters of the State have been constructed. Needful actions are
being taken to establish district level stadia in the uncovered
districts.
b)
Implementation Strategy:
State level Sports Infrastructures at Kalinga Stadium are being
implemented out of provision made in the non-plan Sector of Demand
No. 15-Sports & Y.S Department. District level Sports
Infrastructures at different head quarters are metfrom State Plan
Scheme with provision under Demand No. 7-works Department.
c) Progress made:
Gymnasium-Cum-Indoor Hall at District Headquarters such as Baripada,
Phulbani, Sundergarh, Sambalpur, Dhenkanal, Keonjhar, Bhawanipatna
and State Capitaal Bhubaneswar are functional. State Sports Complex
like Kalinga Stadium, Bhubaneswar, J.N.Indoor Stadium, Cuttack and
Berhampur Stadium, Berhampur have suitable facilities for conduct of
State & National level competitions. Play fields in rural areas are
also developed. This apart, a splendid Swimming Pool of
International standard has been constructed inside the Kalinga
Stadium premises with modern facilities in the Complex

C: SPORTS COMPETITION:
a)
Objectives:
For popularizing
Sports activities and wide involvement of State talents from various
spheres the for following Sports activities and wide involvement of
Sports talent from various spheres the following sports competitions
are being organized by this Department every year for selection of
state team for participation in the National level competitions.
b) Implementation
Strategy:
Students and non-students of rural areas below 16 years of age are
selected from grass root level for participation in the State and
National level competitions. Women from rural as well as urban areas
are also selected for representation in the State & National Women
Sports Festival. The champion school teams of the State participate
in the All India J.N.Hockey Tournament in the following Groups:
Junior Girls
Junior Boys (U-17)
Sub. Jr. Boys (U-15)
d) Progress Made:
Non-Residential Summer Coaching Camps in different popular
disciplines are organized during May-June every year in broad-based
manner to provide suitable coaching to rural as well as urban
students/non-students.

D: INCENTIVES
& AWARD
a)
Objectives
i) In order to encourage
the outstanding sports persons and boost their sports zeal, the
following schemes are being implemented.
ii) Cash incentives & felicitations to outstanding sports
persons who excel in National/International competitions.
(iii) Institution of Biju Patnaik Award for outstanding
performance
in
Sports & Games in following categories.
Lifetime achievement in promotion of Sports & Games.
Sports Person of the year.
Outstanding Coach
Outstanding Sports Journalist.
c) Target:
i)
Sports Talent Scholarship @ Rs.2,000/- & Rs.3,000/- per annum
to
the selected regular students of School & College respectively.
(monthly each)
ii) Weight age in admission for higher studies.
iii) Issue of Sportsman Identity Card to Sports persons &
reservation of 1% posts in Class-II, III & IV services in favour of
Sports persons having represented the State in recognized Senior
National Open Championships/National Games.
iv) Financial
assistance to sports persons for International participation.
v)
Pension to indigent
sports persons @ Rs.1000/- per month.
d) Progress
made/Achievement:
Selected outstanding Sports talents of specified age group and
criteria are being admitted to the Sports Hostels and Centres of
Excellence in the State. Sportsman Pension in favour of 118 indigent
Sports persons including spouse of such deceased personnel is being
sanctioned.

E: GRANTS TO
ASSOCIATION:
Financial assistance is being sanctioned to State & District level
as well as Small Sports Association to conduct sports competitions
and promote sports consciousness amongst general public.
E-(I) :YOUTH SERVICES:
a)
Objectives:
With a view to involve the youth in National development and promote
national integration as well as to bring them to national main
stream, the Deptt. Of Sports & Youth Services and State Youth
Welfare Board jointly organize the following youth activities.

District & State Youth Festival and participation of state
contingent in National Youth Festival.
Inter-State Youth Exchange Programme
Financial assistance for conduct of study tours;/excursion.
Adventure sports activities such as Rock-Climbing, Mountain
Trekking, Coastal Trekking, River Rafting, Para-Sailing & Sky Diving
etc.
Youth Leadership Training Camps.
National Integration Camp
Biju Patnaik Bravery Award for
the youth & State Youth Awards

F: ALL INDIA KALINGA CUP FOOTBALL TOURNAMENT:
Every year all India Kalinga Cup Football Tournament is being
oganised in collaboration with Orissa Council of Sports, Cuttack.
The Government provides financial support Rs. 15.00 lakh for the
purpose to the organizing Committee
G: BIJU PATTNAIK MINI
MARATHON:
In
order to create competitive spirit among Sports lovers, every year
on 5th March the Biju Pattnaik Mini Marathon is being
organized in the State Capital, Bhubaneswar for which there is
financial provision of rupees seven lakh.
H: SPORTS EQUIPMENT
SUPPORT:
To
encourage youth of the State, Government is providing Sports
equipment support for promotion of Sports & games in different
Blocks/Gram Panchayat level. |
