1. The date of opening of the tender is on 2.12.06 at 11.00 AM in the Office of the undersigned.
2. Clause 26 of he Spl. Condition of bid document is cancelled.
3. Clause 5 of the Spl. Condition of the bid document may be read as 36 month instead of six month.
4. The royalty included in the schedule wording for earthwork excavation of canal/drain or excavation of foundation is deleted.
5. The 2nd line of Sl. No.6 may be read as (http://www.orissagov.nic.in).

1. The Superintending Engineer, Drainage Circle, Balasore on behalf of Government of Orissa invites item rate Bids for the Renovation/Construction works detailed in the table below from Contractors registered with the State Government and Contractors of equivalent grade/Class registered with Central Government/MES/Railways for execution of civil works, on production of definite proof from the appropriate authority. The Bidders may submit bids for any or all the following works.

2. Pre-qualification & financial Bid documents (each set consisting of one copy for the works from SL. 1 to 7) consisting of plans, specification, the schedule of quantities and a set of Terms and Conditions of contract and other necessary documents can be seen in all the offices issuing the documents and office of the undersigned during office hours everyday except on Sundays and public holidays till last date of sale and receipt of tender papers. Interested Bidders may obtain further information at the same venue.
3. Bids must be accompanied by security of the amount specified for the work in the table at column-5 above, payable at State Bank of India, Bhadrak and drawn in favour of Executive Engineer, Drainage, Division, Bhadrak. Bid security will have to be in any one of the forms as specified in the bidding documents. Bidders desirous to hire machineries or equipments from out side the state are required to furnish 2% of the amount put to tender as Bid security.
4. The sale and receipt of the Bid documents shall start from dt.14.11.06 during office hours and will be closed on dt.28.11.06 at 3.00 P.M. and the bids shall be received in all offices where the bids have been notified to be sold.
5. The pre-qualification & financial bid (each in one copy) in two separate sealed covers with proper superscription on top of cover to distinguish clearly between the pre-qualification bid & financial bid must be delivered in the tender box having identification No.SEDC/EEDDBDK/2/F2/06-07.
6. The Detailed Tender Call Notice is available in office web-site (www::orissawater.com) & Bid documents can be downloaded from official website of Govt. of Orissa (http://www.orissagov.nic.in) except Sl. No. 8 & 9 or may be purchased from all the offices mentioned against the work in the table under column-4 as well as from the office of the undersigned against a non-refundable fee towards cost of the documents as indicated, in the form of cash or Demand Draft issued from any scheduled Bank payable at State Bank of India, Bhadrak in favour of Executive Engineer, drainage Division, Bhadrak may be deposited in shape of Bank Draft prepared on or before the last date of receipt along with the bid. Bidders who down load the bidding document from the internet site will have to pay the cost of bid document i.e. Rs.10,000/- in shape of demand draft in favour of the Executive Engineer, Drainage Division, Bhadrak and submit the demand draft in separate envelope marked cost of the bidding document down loaded from the internet with bid documents. The authority will not be responsible if any portion of the approved documents available in the office of the Executive Engineer or the Chief Engineer is excluded or modified. The down load facility will be available up to the last date of sale of tender papers.
7. Bidding documents requested by mail will be dispatched by Registered/Speed Post on payment of an extra amount of Rs.500/- over the cost of documents. The undersigned will not be held responsible for the postal delay if any, in the delivery of the documents or non-receipt of the same.
8. Additional performance security shall be furnished by the bidders along with the bid when the bid amount of the bid is less than the tendered cost by more than 10% in such event the bidders shall deposit an additional performance security to the extent of differential cost of bid amount & 90% of amount put to tender as indicated in col.3 of the table in shape of N.S.C./Post Office Time Deposit Account/KVP/Post Office S.B. Account & deposit receipt of schedule Bank in duly pledged in favour of Executive Engineer, Drainage Division, Bhadrak, PO/Dist. Bhadrak & accompany with the tender failing which the tender will be rejected.
9. Other details can be seen in the bidding documents.
10. The bidders shall have to produce an affidavit in support of authenticity of documents/credential including the E.M.D. accompany with bid. The authority reserves to right to verify the authenticity of documents in case of doubts or complain.
11. The pre-qualification bids will be opened on dt.30.11.06 at 11 Hours in the O/O the undersigned in the presence of the bidders who wish to attend. If the office happens to be closed on the date of receipt of the bids as specified, the bids will be received and opened on the next working day at the same time and venue. The financial bid of pre-qualified bidders only will be opened by the undersigned in their presence of the qualified bidders who will be intimated separately by Regd. Post/Speed Post/Fax/Telegrame for the purpose. The financial Bid document of the Bidders who are not qualified in the pre-qualification evaluation will be returned to the Bidders through the Regd. Post/Speed Post without being opened.
12. The authority reserves the right to reject any or all the tenders without assigning any reason thereof.
Note: Security will be a fixed sum rounded off to the nearest one hundred Rupees.
