GUIDELINES FOR PREPARATION OF PROJECTS UNDER DEEN DAYAL HATHKARGHA PROTSAHAN YOJANA

1. INTRODUCTION

1.1 This is a comprehensive Scheme for the Handloom Sector, to take care of a wide gamut of activities such as product development, infrastructure support, institutional support, training to weavers, supply of equipments and marketing support etc. both at macro and micro level in an integrated and coordinated manner for an overall development of the sector and benefit to handloom weavers. It is an attempt to provide such facilities, which would enable the weavers both within the cooperative fold, as well as those outside, to produce quality fabric, which are acceptable in the market.  

2. SUBMISSION OF PROJECT PROPOSALS

2.1 The projects prepared by the implementing agencies and scrutinised by the State Governments would be submitted to the State Level Project Committee whose composition would be as under:- 

 i.          State Secretary In charge of Handlooms - Chairman 

ii.         State Director in charge of handlooms. - Member Secretary 

ii.        Representative of the State Finance Department. 

iv.        Representative of Handloom Organisations. 

v.         Zonal Director, Weavers Service Centre 

vi.        Representative of State Coop. Department 

vii.       Representative of Lead Bank in the State 

2.2 The above Committee will examine the viability of each project and recommend the same to the Government of India for approval through the State Government. The Committee shall ensure that the assistance for training, design development, activities involving asset creation e.g. purchase of looms, common facility centers etc. have not been claimed under any other scheme for the same set of beneficiaries. The Committee shall also be responsible for effective implementation of the Project.
