SCHEMES
A. PLAN SCHEMES (STATE PLAN)
A number of state plan schemes are in operation to provide necessary input assistance to Government farms /units and beneficiaries for development of Sericulture in the state. They are as follows.
a. Promotion of Sericulture Industry:
The scheme provides assistance to units and beneficiaries for development of the sericulture in the state through the following sub schemes.
i) Seed Multiplication Center:
The objective of the scheme is to provide operational assistance to different Tassar seed multiplication centers established in the state for production of commercial DFLs.
ii) Mulberry Cuttings:
Under the scheme high yielding variety mulberry cuttings are supplied to the farmers at free of cost for raising new plantation or substitution of old varieties in the existing mulberry acreage.
iii) Progressive Farmers:
The objective is to encourage progressive farmers for taking up mulberry sericulture. Assistance for Rs.5000 against the provision of Rs.20, 000/- is given to progressive farmers for construction of a house suitable for Mulberry silkworm rearing.
iv) Mulberry Extension Service Centers:
MESCs are established at Gram Panchayat level of the state to produce quality chawki worms. These centers provide technical support like technical know-how to the farmers at doorstep. The existing chowki gardens and chowki rearings are maintained with the assistance under the scheme.
v) Preparation and distribution of Chawki worms:
The required chowki worms are reared and maintained through these units under healthy condition and supplied to the farmers after 3rd moult for raising healthy cocoon crop. The expenditure under this programme is met out of this scheme.’
vi) Study tour and training:
The objective of the scheme is to provide training to the farmers, Government officials, bankers etc., under sericulture technology.
vii) Publicity and Propaganda:
Camps, meetings, exhibitions, workshops are organized to popularize the new technologies among the sericulturists.
viii) Incentive Bonus:
Incentive is released to the mulberry Bi-voltine silk reelers for production of quality BV silk.
ix) Mass Disinfections:
Disinfecting materials are purchased and supplied to the farmers for disinfections of rearing house and equipments for prevention of outbreak of silkworm diseases.
b. Support to SERIFED for development of Sericulture:-
There is fluctuation in raw-silk rate in the National and Inter-national market. The mulberry cocoon price is also going through ups and downs. The tribal rearers of the state are unable to absorb such shock. The objective of the scheme is to create price fluctuation /stabilization fund at the SERIFED level to overcome such hardship.
c. Share Capital Investment:-
The objective of the scheme is to provide Government share capital to the Apex co-operative for smooth marketing of the produce of Tassar, Mulberry & Eri growers and in ensuring timely payment of cocoon value.
d. Intensive development of Sericulture in KBK Districts:-
The sericulture programme has been taken up widely in the rural areas of KBK districts as it provides ample scope for better earning of the rural people. It is proposed to take up mulberry sericulture in Koraput, Rayagada & Kalahandi districts for the development of the rural people. The Tasar programme has also been taken up in Nuapada district to provide employment to the tribal people by way of Tasar silk-worm rearing and production of Tasar cocoons. The eri plantation and eri-silk worm rearing has also been taken up in Rayagada and Kalahandi districts. The objective is to provide self-employment to the interested farmers of these areas under the ungoing schemes of Tassar, Mulberry & Eri.
