Financial Sanctions

   The financial powers delegated to OWD officers fall into the following categories:

• Administrative approval
• Technical sanction
• Acceptance of tenders
• Purchase of tools (tools and plant)
• Sanction of payment for extra item/substituted item and other items to contract
• Sale of dead fallen trees
• Write off/disposal of stores.

Financial Powers Delegated to OWD Officers

3	To accept tenders for the execution of sanctioned work or part of sanctioned work subject to the condition that the lowest tender amount is not more than 10% above the sanctioned value put to tender. In the case that the tender value is in excess of 10% it is accepted by the next higher authority. All acceptance is made on behalf of the Governor of Orissa. 4	(a) To sanction subject to budget provision the purchase of tools and plant. Note: Power to purchase stores has been banned by GOO through the Finance Department.	CE SE EE	1 lakh 0.5 lakh 10,000
